VACANCY ANNOUNCEMENT:SENIOR POLICY OFFICER FOR INFORMATION AND COMMUNICATION TECHNOLOGIES (ICT)
The African Union, established as a unique Pan Africancontinental body, is charged with spearheading Africa’s rapid integration andsustainable development by promoting unity, solidarity, cohesion andcooperation among the peoples of Africa and African States as well asdeveloping a new partnership worldwide. Its Headquarters is located in AddisAbaba, capital city of Ethiopia.
In seeking to achieve these objectives, the African Unionintends to strengthen its capacity to deliver by, among others, theimplementation of new organization structure and the filling of vacant posts.
The Commission of theAfrican Union invites applicants who are citizens of Member States for the postof SeniorPolicy Officer for ICT.

Job Title:          Senior Policy Officer for ICT

2.     MAJOR DUTIES AND RESPONSIBILITIES:
I.       Develop policies and regulatoryframeworks for the development Information and Communication Technologies (ICT)in Africa;
II.       Promote the introduction of ICTapplications and service in all socio-development sectors;
III.       Coordinatethe implementation of ICT plans for soft and hard infrastructure in Africa;
IV.       Prepare reports on the developments ICTin Africa
V.        To contribute to the organization ofworkshops, seminars, meetings and conferences involving Member States and otherstakeholders on Communications and Information Technologies issues;
VI.       Elaborate and Monitor theimplementation of the program and budget of the African Union for thedevelopment ofICT infrastructure and services;
VII.       Perform any other duty as may beassigned

3.   EDUCATIONAL QUALIFICATIONS:

  • Candidates must have a University Masters Degree in Telecommunications/ICT,
  • A higher qualification will be and added advantage.

4.    PROFESSIONAL EXPERIENCEREQUIRED:

  • Candidates must have at Eight (8) years of progressively relevant professional experience in the field of Telecommunications/ICT related fields, as well as programme/project management with a minimum of three (3) years’professional experience in policy development;
  • Experience atregional and/or international level in the field of Telecommunications/ICTrelated issues is desirable.

5.   OTHER RELEVANT SKILLS:

§ Planningand organising - Provenability to plan and organise work within a project; ability to make timelydecisions;
§  Communication - Effective written, oral and presentation skills,particularly ability to draft/present information in a concise and accuratemanner; ability to develop consensus among people with varying points of view.
§  Teamwork: Excellent interpersonal skills and ability to operate effectivelyacross organizational boundaries; ability to establish and maintain effectiveworking relations with people of different national and cultural backgroundswith respect for diversity.
§  Judgment/Decision-making - Good judgment and initiative, imagination andresourcefulness, energy and tact, ability to ensure an effective work structureto maximize productivity and achieve Unit’s goals.
§ Computerliteracy: Well-developed ITskills including efficient use of Microsoft office major applications: wordprocessing, spread sheets Excel spread-sheet, Power Point and outlook. Otherimportant computer applications will be an added advantage.
6.   Language Requirement:  Proficiency in one of the African Unionworking languages. Knowledge of other working languages would be an addedadvantage.
7.    Tenureof Appointment:  Theappointment will be made on a fixed term contract for a period of three (3)years, of with the first twelve months will be considered as a probationaryperiod. Thereafter, the contract will be for a period of two years renewable,subject to satisfactory performance and deliverables.

 

8.    Least Representative Countries:

Candidates from the following leastrepresented countries are encouraged to apply: Eritrea, Central AfricanRepublic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea,Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTome and Principe,Seychelles and Somalia

10.   Remuneration::Indicativebasic salary of US$ 35,.300.00 per annum plus other related entitlementse.g. Post adjustment (46% of basic salary), Housing allowance 14,414.40 perineum), educationallowance (75% of tuition and other education related expenses for everyeligible dependent up to a maximum of US$7,800.00 per child per annum), etc forinternationally recruited staff of the Commission.
