Monitoring and Evaluation Specialist East Africa Region

Responsibilities and Tasks:
The M&E Specialist is responsible for undertaking activity-related monitoring and data analysis to exhibit the highest level of project performance, while managing and building the capacity of team of staff. In particular, we are seeking M&E Specialists with backgrounds in governance, human and institutional capacity building (HICD), and training. The team lead may be responsible for managing/overseeing the work of others and will manage/facilitate data collection, quarterly progress reports and annual reporting information for designated activities as appropriate, and provide quality assurance on all deliverables. The M&E Specialist will also be responsible for generating analysis to inform work plans, as well as the development and maintenance of a Performance Management Plan tailored to the objectives of the project.
Qualifications:
  • The ideal candidate will have at least 5-7 years' experience in monitoring and evaluation, with skills in qualitative and quantitative methodologies, management experience, as well as experience with governance institutions.
  • Regional experience in East Africa is preferred as is experience with statistical software such as STATA.
  • He/She should have an advanced degree in governance, statistics, international development, or other relevant fields.
Required Skills:
  • A minimum of 5-7 years' required,(10 years of experience preferred) managing M&E functions of USAID-funded humanitarian/development projects
  • Developing and overseeing PMPs of complex development programs
  • Track progress against work plan: collect, verify and store data that tracks status or completion.
  • Managing a number of implementing partners to ensure consistent data collection methods and high data quality across a complex development program
  • Overseeing performance reporting to client with both narrative and performance indicator components
  • Participating in programmatic reviews (including data analysis to understand performance and quality trends) to assist the Chief of Party and the project senior management team make evidence-based decisions/adjustments to the project as needed
  • Capacity strengthening of implementing partners, including conducting in-depth field visits and internal DQA exercises, to assure consistent data collection methods and high data reliability
  • Development, implementation, and management of complex database systems
  • Ability to engage partners and other stakeholders in a participatory manner to ensure learning and continuous improvement
