Overall Responsibilities
The Principal Technical Advisor - Pharmaceutical Systems (PTAPSYS) is responsible for providing technical guidance and support in the planning and implementation of SIAPS programs that promote achievement of USAID objectives. S/he provides technical leadership and direction for developing innovative strategies and approaches to implement appropriate interventions aimed at strengthening pharmaceutical management systems in developing countries with focus on  pharmaceutical sector governance including legislation and pharmaceutical regulatory systems, medicine policies, quality assurance, medication safety and pharmacovigilance, product selection and  pharmaceutical sector financing. The PTAPSYS provides guidance to the technical staff assigned to specific activities to ensure that the work is of the highest quality. The PTAPSYS works closely with other Principal Technical Advisors and with Portfolio and Health Element Managers to identify opportunities to use new and existing!
  tools, to coordinate technical work, and to ensure that global (core-funded) initiatives are based on and informed by country-level needs and priorities.

Specific Responsibilities
1.      Provide technical support for the development and/or review of technical approaches and strategies for strengthening pharmaceutical systems in SIAPS countries.
2.      Ensure that standardized technical approaches and frameworks that are scalable and sustainable are developed and applied in all SIAPS portfolios.
3.      Provide support to portfolio managers, health element managers and field office staff to design and implement interventions that are appropriate for the country context while being compliant with the SIAPS technical strategy.
4.      In collaboration with the CPM Director for Systems Analysis and Software Products, provide guidance and support for the development and implementation of appropriate electronic and/or paper based tools, and appropriate pharmaceutical management information systems to facilitate evidence based decision making to support pharmaceutical management interventions.
5.      In collaboration with the CPM Director for Capacity Building and Performance Improvement, support the development and implementation of appropriate capacity building strategies in line with the CPM approach to build the capacity of individuals and local institutions to implement pharmaceutical management interventions.
6.      Support the development and implementation of pharmaceutical systems interventions at the central and country levels and provide support and guidance to the work of technical staff assigned to specific activities to ensure that the work is of the highest technical quality.
7.      Participate in developing appropriate program metrics for the measurement of the outcome and impact of implemented system interventions, and also in documenting and disseminating results and lessons learned.
8.      Participate in the development of reports on SIAPS pharmaceutical systems initiatives in accordance with the M&E plan, objectives, and USAID intermediate results.
9.      Facilitate the coordination of SIAPS pharmaceutical systems improvement initiatives with partners and collaborators.
10.  Support the development and review of operations research protocols and facilitate multi-country studies in common technical areas; and facilitate sharing of technical approaches across SIAPS countries.
11.  Plan, organize, and conduct training courses and brown bags covering pharmaceutical systems technical areas for USAID, external audiences and SIAPS staff.
12.  Serve as the technical point person on pharmaceutical systems discussions and represent SIAPS at USAID meetings and other relevant professional events.
13.  Maintain liaison with USAID, international and regional organizations, donor agencies, foundations, universities, and voluntary organizations; seek opportunities for dissemination of lessons learned, research, publications, and other development and communications activities.
14.  Support implementation of the SIAPS M&E strategy in collaboration with the Performance M&E Specialist.
15.  Provide SIAPS senior management with quarterly, written technical briefs/updates on global technical issues and/or issues of strategic importance.
16.  Supervise technical staff as assigned.

Qualifications
1.       Graduate degree in a health-related field with specialized training and/or experience relating to Pharmaceutical Systems required; physician, nurse, or pharmacist qualification preferred.
2.       Minimum of 15 years' experience working in international public health systems strengthening and demonstrated engagement with relevant regional and international bodies and associations
3.       Significant relevant experience in pharmaceutical systems especially in one or more of the areas of pharmaceutical policy, medicines control and regulatory affairs, pharmacovigilance, medicines selection and health technology assessments, and pharmaceutical sector financing in the context of developing countries is required.
4.       Relevant experience in international public health with experience in pharmaceutical services and systems strengthening strongly preferred, particularly those related to the implementation of reproductive health, MCH, HIV/AIDS, Malaria, NTD, TB prevention, care, and treatment programs in developing countries.
5.       Demonstrated experience managing and supervising technical staff.
6.       Experience with public health programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred.
7.       Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
8.       Excellent writing and presentation skills in English are essential.
9.       Proficiency in French or Spanish is desired, as are languages of other USAID-supported countries.
10.   Ability to travel internationally and domestically as required to support the progress of program activities.
11.   Authority to work in the US preferred.
