The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).

GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual working planning assistance, and ensures that professional development opportunities are available.

Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.

BACKGROUND:
USAID remains at the forefront of the US Government (USG) response in the fight against HIV/AIDS, providing HIV/AIDS assistance in nearly 100 countries worldwide. The Agency is a key partner in the President’s Emergency Plan for AIDS Relief (PEPFAR), the largest commitment ever by any nation for an international health initiative dedicated to a single disease.

Male circumcision has been proven to substantially reduce the risk of heterosexual acquisition of HIV infection in men. Accordingly, PEPFAR supports the scale up of voluntary medical male circumcision (VMMC) as a priority component of a comprehensive HIV prevention program in 14 countries in East and Southern Africa. In addition to VMMC for adolescents and adults, PEPFAR provides technical assistance to institutionalize early infant male circumcision (EIMC) within existing health services for long-term sustainability. PEPFAR VMMC/EIMC assistance is focused on countries with high rates of heterosexual HIV infection and low rates of male circumcision, based on requests from host governments and in compliance with national policies and guidelines.

INTRODUCTION:
In support of these efforts, the Technical Leadership and Research Division (TLR) within the Office of HIV/AIDS (OHA) in the Bureau for Global Health (GH), seeks a Senior Prevention Advisor, Medical Male Circumcision (Senior Advisor). The Senior Advisor will: provide technical leadership and guidance on VMMC/EIMC to USAID on complex and precedent-setting policy and program issues in this relatively new, high profile program area; provide technical support to partner governments, PEPFAR country teams and USG implementing partners on the design, implementation and evaluation of strategic, technically-sound, cost-effective and practical approaches for scaling up VMMC/EIMC services; and coordinate with other USG agencies and donors on VMMC/EIMC policy and strategy development.

The Senior Advisor will receive day to day guidance from the TLR Division Chief, with technical and programmatic input from the Prevention Team Leader within the Division. The Senior Advisor will work closely with the Senior Biomedical Prevention Advisor and also collaboratively with other members of the internal USAID/OHA prevention team ; other OHA staff working on VMMC/EIMC; other OHA and GH teams providing support for VMMC/EIMC, such as the Research Team and the Supply Chain for Health Division (SCH); the PEPFAR interagency Technical Working Group (TWG), which provides leadership on programming for VMMC/EIMC within the USG; and field USAID and USG technical staff and development and implementing partners working on comprehensive VMMC/EIMC programming.

ROLES AND RESPONSIBILITIES:

The primary responsibilities of the Senior Advisor include:

A. Providing global technical leadership on VMMC within USAID:

  • Serving as a subject matter expert on VMMC/EIMC within USAID.  Maintaining knowledge of current medical, scientific, public health, and social science literature.
  • Co-leading the monitoring and analysis of national policies and programmatic experiences and overall trends related to VMMC/EIMC and HIV/AIDS. 
  • Contributing to development of USAID’s strategic approach to VMMC/EIMC, within the context of broader HIV and AIDS prevention, care and treatment programs.
  • Providing expert advice to USAID’s GH and Africa Bureaus on appropriate technical and programmatic approaches for scale up of safe VMMC/EIMC services, priority research and design questions, and linkage/integration between VMMC/EIMC, HIV testing, behavioral prevention and care and treatment.
  • Providing technical inputs to guide OHA partners working on VMMC/EIMC; working with Contract /Agreement Officer’s Representatives and other USAID/Washington program managers to ensure that centrally-funded VMMC/EIMC activities are technically sound.
  • Preparing and delivering technical presentations to USAID headquarters, field staff and partners; preparing reports and publications related to VMMC/EIMC, such as technical updates for field missions, peer-reviewed journal articles, reports to Congress, and presentations at international workshops and conferences.?

B. Providing technical assistance and programmatic advice to USAID field Missions and country programs on VMMC/EIMC strategies and implementation

  • Providing expert advice to country-level HIV prevention and VMMC/EIMC strategic planning processes, including at a high level with host country governments and PEPFAR country teams.
  • Providing expert technical assistance in all aspects of planning for VMMC/EIMC scale up, including development of national policies and guidelines, human resources management, site assessment, communications/demand creation, and logistics and commodity procurement.
  • Assessing implementation progress and the quality of VMMC/EIMC services and recommending improvements for service delivery in the field.
  • Facilitating sharing of best practices across USG programs in diverse countries.
  • Supporting countries in program monitoring and evaluation, to ensure program investments reflect the efficient use of funds and are synergistic with other investments made by the USG and partner agencies.

C. Promoting USG interagency collaboration and strengthening coordination with other international development partners involved in VMMC/EIMC:

  • Participating on the PEPFAR interagency VMMC TWG. In collaboration with other TWG members, developing USG policies, program strategies and technical guidelines for VMMC/EIMC.
  • Serving as a liaison between the USG VMMC TWG and PEPFAR TWGs in other areas relevant to VMMC/EIMC, e.g., HIV testing and counseling, gender, etc.
  • Strengthening PEPFAR coordination with other multinational partners providing support to VMMC/EIMC, including the Joint United Nations Programme on AIDS, the World Health Organization, UNICEF and other multilateral and bilateral donor agencies and private foundations.
  • Participating in high-level USG and global meetings to develop coordinated policies, strategies and guidelines for VMMC.
  • In collaboration with USG and international partners, preparing for the introduction of innovations in VMMC/EIMC such as new VMMC devices.

Training and professional development

  • Keeping informed of current medical, scientific, public health, and social science literature related to VMMC/EIMC and HIV/AIDS.
  • Deepening knowledge of VMMC/EIMC and HIV/AIDS.
  • Participating in professional meetings as appropriate to SOW.
  • Participating in professional continuing education and skills training within the purview of GHFP-II.

International travel approximately 35% primarily to Southern and East Africa.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:

  • Medical degree or nursing degree, both with clinical experience; in addition, a Master’s degree in health management, public health or related discipline.
  • Minimum ten (10) years’ experience with international health and HIV/AIDS programs, with at least three (3) years’ experience in an international or resource challenged setting.
  • Knowledge of, and programmatic experience with, HIV prevention approaches and best practices in public health.
  • Significant experience with medical male circumcision programs desired.
  • Demonstrated skills in data analysis, strategic planning, program design and implementation, coordination and evaluation in a developing country context.
  • Strong interpersonal, facilitation and teamwork skills, with a demonstrated ability to work across agencies, entities and/or organizations and cross-culturally with diverse teams.
  • Ability to work independently and with minimal supervision.
  • Demonstrated excellent writing and oral communication and presentation skills.
  • Ability to travel internationally.
  • US citizenship or US Permanent Residency required.
