OBJECTIVES OF THE PROGRAMME :
The procurement support services unit is responsible for procurement and delivery of goods and services essentially needed for the implementation of WHO collaborative programme activities.
Description of duties:
Purpose of the Post:
Provision of assistance for the processing of procurement requests for medicines, pharmaceuticals and medical supplies.

Organizational Context:
Work is performed within a normal office environment. Work is assigned by supervisor who gives instructions on non-routine matters. Routine work is performed independently within detailed guidelines.

Summary of Assigned Duties:
Under the guidance and direct supervision of the Technical Assistant, the incumbent shall perform the following duties and responsibilities:
1. Reviewing the submitted requests to ensure correctness of submitted medicines regarding complete and correct specifications.
2. Checking the offered specifications and verifying that they match requirements by WRO/MOH or Technical Unit.
3. Drafting comparative statements and analysis sheets.
4. Communicating with suppliers and Country Offices through drafting replies and follow-up.
5. Reviewing Requisitions below $ 50,000 received from the Country Offices to ensure that all documents are available and prices are reasonable.
6. Providing comparable prices from the local market as well from previous purchases, to ensure that the offered prices by local suppliers through Country Offices are reasonable.
7. Providing Country Offices with an estimate cost of needed medicines "upon request".
8. Drafting letters and memos related to the procurement of medicines including adjudication report, RCRC memo and notes for the records.
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary education.

Desirable: University degree in Pharmacy.

What is the course about?


Ensuring the quality of medicines is a major public health challenge for national authorities, international organisations, and health programmes. The widespread presence of substandard and counterfeit medicines, coupled with unreliable supply chains and a crucial lack of resources, not only cause negative health outcomes but also inflict economic losses and result in a loss of trust in health systems. To address these issues through effective strategies, it is important for stakeholders at all levels -from policy makers to primary healthcare workers- to appreciate and comprehend the need for effective quality assurance systems.

This course on Quality Assurance of Medicines (QA) will introduce the participants to the main concepts and principles of quality assurance, and provide them with an overview of many factors affecting the quality of medicines, from the moment they are manufactured till the time they are dispensed to patients. Some of the topics of this course include medicines regulation, principles of good manufacturing practices, and ensuring quality during procurement, storage distribution and use.


Who is the course meant for?

The course is designed for personnel working in health programmes, health organisations, or national health systems who have an interest in, and will benefit from knowing more about quality assurance of medicines (procurement offices, supply and logistics divisions, regulatory bodies, hospitals, health facilities). Job Description 


Introduction 
Irish Aid is the Irish Government’s programme for overseas development and is an integral part of Ireland’s foreign policy; in Tanzania, the Irish Aid programme is managed by the Embassy of Ireland.   The Embassy works with the Government of Tanzania, UN agencies, international research institutions, civil society organisations and other development partners to deliver on our overall goal of inclusive growth and reduced poverty and vulnerability in Tanzania.
The programme is guided by the Irish Aid Tanzania Country Strategy Paper (CSP) 2011 –2015 which has a significant emphasis on building government systems and a focus on partnership and interventions that deliver results for the poor and vulnerable. The programme is underpinned by a strong commitment to aid effectiveness and is aligned with the priorities of the Tanzanian Government’s National Development Plan, the MKUKUTA II (2010-2015)
With an annual budget of approximately €30 million, the programme is focused on improving the livelihoods of smallholder farmers and pastoralists, improving nutrition outcomes and ensuring better quality and more equitable public health services. Cutting across all our work is a commitment to gender equality, strengthened domestic accountability and good governance. 
Ireland’s programme priorities include support for improving food and nutrition security particularly for women and children.  Ireland is a member of the Scaling Up Nutrition (SUN) movement and is the SUN Donor Co-Convenor for Tanzania, and thus plays a significant role in supporting the Government of Tanzania and partners to implement national nutrition plans and strategies. 
 The Embassy wishes to recruit a Nutrition Advisor to provide technical and analytical support on food and nutrition security as well as coordinate and manage Irish Aid’s Nutrition programme in Tanzania.

 The Position
The Embassy is seeking to recruit a highly motivated and experienced Nutrition Advisor to join its Development Team.  The post-holder will report to the Health and Nutrition Programme Manager and will work closely with other programme advisors and Embassy staff.

The post-holder will assist senior management in the design, planning, implementation and monitoring and evaluation of a range of nutrition programmes supported by Irish Aid and will inform and represent Irish Aid position in national and international policy dialogue.

The primary duties and responsibilities of this post are:
Programme Design and Management
·         Formulate and recommend appropriate technical and policy approaches to achieve Irish Aid’s nutrition objective, with specific focus areas on preventing under-nutrition in children and pregnant women. The Nutrition Advisor will ensure that Irish Aid’s country programme is informed by up-to-date global and local trends, evidence, and best nutrition policy practice.
  • Strengthen the coherence of proposed activities within the CSP and ensure there are strong food and nutrition security linkages between the Agriculture, Health and Gender components of the strategy.
  • Manage the implementation of programmes supported by Irish Aid, including appraisal, monitoring and review of annual narrative and financial reports
  • Maintain a strong results focus with partners and provide regular technical input into, and support for, the implementation of work-plans.
  • Ensure that fund disbursements adhere to Irish Aid’s accountability mechanisms and that progress, impacts and risks are highlighted to Irish Aid’s management and relevant stakeholders.
  • Engage in Irish Aid Business Planning and review as appropriate.
  • Prepare and participate in field visits – including engagement with local and central authorities
  • Produce quarterly and annual reports for management on programme and sector developments.

Policy Development and Influencing
  • Build strong and effective working relationships with Government of Tanzania, civil society, and other Development Partners working in nutrition.
  • Work closely with Government of Tanzanian and its Development partners to identify how the Scaling Up Nutrition framework and 1,000 Days Initiative can be advanced.
  • Advise senior management on how to strengthen support for the delivery of the Tanzania SUN Framework and the Irish/US cooperation agreement relating to hunger and nutrition.
  • Review, analyse and summarise key discussions, reports and policy papers and contribute to key discussions, sector reviews, evaluations and audits prepared by Government and other development partners, representing Irish Aid’s positions.
  • Ensure Irish Aid and Development Partners are appropriately represented in key national arenas relating to hunger and nutrition – and to work to strengthen cooperation between Development Partners in this regard.
  • Support senior management in their policy engagement through the preparation of technical and programme briefings and speaking points/speeches.
  • Share learning and experience from Tanzania and the Irish Aid nutrition programme  with colleagues in other Irish Aid key partner countries  and  in head quarters.

Qualifications, skills and experience:
·         A post-graduate qualification in Nutrition or related discipline relevant to the requirements of this post;
·         A minimum of four years experience working in the field of nutrition in developing countries, preferably in Africa. It is desirable that at least 3 of these years will have been spent working in a senior level with a locally based or international organisation responding to food insecurity and under-nutrition.
·         Excellent oral and written English and excellent communication skills.
·         Excellent team work skills with ability to forge consensus and collaboration;
·         Ability to plan, manage and deliver results.
·         Good interpersonal and networking skills

Performance management
The Embassy of Ireland operates a Performance Management Development System (PMDS) based on that used in the Irish Civil service. Staff members agree, with their manager, goals, key tasks and targets aligned to an annual business plan.  Performance is reviewed mid-year and at year-end.  The PMDS also includes agreed on-going professional development actions.  The Nutrition Adviser will agree his/her profile with the Development Specialist and in turn manage the process with those reporting to him/her.

In health and nutrition, the primary beneficiaries are also women and children. 
In addition to mainstreaming, the Embassy supports specific measures aimed at preventing and responding gender-based violence (GBV).     

2. The Position
The Embassy is seeking to recruit a highly motivated and experienced Gender Advisor to join its Development Team.  The successful candidate will be expected to contribute to the development and delivery of a high quality programme that has at its centre a commitment to ensure that poor women and men benefit equally from development efforts. The Advisor will provide strategic input and advice on gender across the work of the Embassy and will work within objective teams to ensure that gender equality is mainstreamed within those areas. He/she will undertake analytical and advocacy work and will have responsibility for management of partnerships which deliver specific measures, especially in the area of gender based violence.
Overall responsibility
To contribute to the achievements of objectives and results set out in the Country Strategy by leading on the development, coordination, implementation and monitoring of the Embassy’s  gender action plan with a priority on ensuring that women’s economic empowerment is advanced through the Embassy’s  rural livelihood programme and contributing to an effective national and local response to gender based violence.
Specific functions:

1.       Monitor and analyse developments on gender at national and international level

2.       Work within the development team, in particular the rural livelihoods,nutrition and health teams, to ensure that a sound gender analysis informs programme design and management, and identify strategic actions to be undertaken to improve the quality of programme implementation

3.       Distil and document lessons for policy dialogue, public advocacy and future programming  and oorganise dissemination of learning within the Embassy team and with partners  

4.       Manage gender specific programmes in accordance with agreed MoUs. Using a Project Cycle Management approach; Monitor programme expenditure against agreed budget lines and timeframes and ensure the financial resources are effectively used. Exercise quality assurance oversight and institute early warning systems to detect weaknesses in project implementation and advise management on corrective interventions.

5.       Provide technical assistance to partners in assessing the strength of their approach to gender mainstreaming across the programme cycle

6.       Provide advice on appropriate gender sensitive indicators in the performance measurement framework and support colleagues in the monitoring and reporting of programme results/outputs and objectives against agreed indicators.

7.       Monitor and report on the implementation of the gender action plan

8.       Develop and maintain positive working relations with a wide network of partners, including Government, development partners, parliament, media and NGOs.

9.       Represent the Embassy at Government and/or relevant development partner meetings, including the Gender Development Partners Group and prepare briefing and policy materials for the Head of Mission and Headquarters as required

10.   Undertake other responsibilities which may be assigned from time to time, including contributing to Embassy communications and events

        3. Qualifications, skills and experience
        The Gender Advisor will be expected to have the following experience and skills:
·         A relevant undergraduate qualification is essential.  A post graduate degree in gender, women’s  economic empowerment or rural livelihoods is highly desirable
·         A minimum of four years relevant work experience managing a gender portfolio
·         Knowledge and understanding of the institutional, legal and policy frameworks at national and local level that impact on the status of women in Tanzania
·         Experience in project cycle appraisal, management and monitoring
·         An influential communicator, with excellent written and verbal skills in both English and Kiswahili
·         Evidence of good analytical and problem solving skills 
·         Ability to network effectively, with the ability to develop a wide range of relevant contacts
·         Comfortable  working within a multi-disciplinary, multi-cultural team

Public Health Supply Chain Management Course;13-17 April 2015, Nairobi Kenya

What is the course about?

This training will introduce you to managing the end-to-end supply chain as an integrated system, where each function works in tandem with the others to improve accountability through:
  • Performance agreements;
  • Specialisation and cost-savings in storage and distribution;
  • Control without holding stock at each level, lower inventory levels, better use of storage capacity;
  • One management system, reduced stock-outs and wastage;
  • Alignment of storage and distribution capacity to national need;
  • Transparency for partners and stakeholders and improved supply chain decision-making.
Supply chain excellence requires all of its functions working together. For example, decisions on product selection must inform decisions on distribution modes, frequency of delivery and storage specification. Similarly, rational use of pharmaceuticals is a critical determining factor for accurate quantification which, in turn, effects procurement planning. Any supply chain strategy must consider these interactions and the associated trade-offs that exist between alternative supply chains. It is important for everyone involved in supply chain management to have a demonstrable competence in each function.

Most training in supply chain is narrowly focused on specific activities, rather than the higher–order skills required by supply chain managers. Supply chain functions should not be considered as distinct, but, as facets of a single supply chain system.

Who should attend?

Pharmacists, other professionals with key roles in supply chain management, including those supported by national governments and international organisations. Participants will also include professionals with an interest increasing their knowledge skills as independent supply chain consultants.

  • Enabling environment: policies, legal frameworks, political, economic and social dynamics that influence the supply chain;
  • Selection: review of health challenges, treatments and decisions concerning appropriate prescribing of drugs and dosage forms;
  • Quantification: estimation of the quantities of drugs needed;
  • Procurement: acquisition of supplies through purchase, donation or manufacture;
  • Storage and distribution: holding and movement of materials;
  • Rational use: dispensing of medications appropriate to clinical needs, in doses that meet patient requirements;
  • Supporting infrastructure: systems that support supply chain management (e.g. information management, organisations, performance management systems);
  • Quality assurance: activities intended to ensure that products meet quality specifications;
  • Disposal of waste;
  • Vehicle and assets management.
