ROLE SUMMARY:

Reporting to the Manager, Private Sector Engagement, this role will build and manage all aspects of relationships with non-public sector donors & prospects, devising and implementing engagement plans and servicing donors with a view to new/increased financial or non-financial contributions.

RESPONSIBILITIES:

  • Generate additional funding from non-public sector donors and manage partnerships with non-public sector actors for the provision on support to program effectiveness, with a particular focus on Private Philanthropy, Finance and Banking sectors, Arab Philanthropists and potentially other portfolios.
  • Support the Innovation Hub initiative, contributing ideas on areas where private sector innovation can add value and when appropriate engaging PS prospects to secure in-kind donations.
  • Build, nurture and manage the Global Fund's Private Sector partnerships/relationships across all seniority levels of current and prospective donors.
  • Act as focal point for current and prospective donors as well as for a variety of other Global Fund stakeholders.
  • Devise, propose and implement detailed engagement strategies for current partners and other solutions aimed at enhancing partnerships.
  • Design new Philanthropic products customized on Global Fund needs and Philanthropists areas of interest.
  • Adapt engagement offering to individual donor requirements (incl. in-country and co-financing) and work closely with internal Global Fund stakeholders (in particular, Grant Management) to achieve fundraising goals.
  • Structure contributions, manage internal due diligence process, negotiate agreements (in cooperation with Legal), close deals and monitor cash flows.
  • Guide Portfolio Officer/s on tasks related to partnership's management. Contribute actively to the development of the Private Sector outreach strategy and operational processes, including structuring of the value proposition and reporting etc.
  • Coordinate work to meet donors' information/reporting needs.
  • Pro-actively coordinate high-quality delivery by internal stakeholders to donors.
  • Develop and prepare presentations and other material for marketing and related activities.
  • Organize and participate in high level donor visits and trips to showcase the impact of donor investments.
  • Guide, as appropriate, research conducted by Portfolio Officer/s on donor prospects and market opportunities.

QUALIFICATIONS:

Essential:
  • Advanced university degree in a relevant field.
  • A first degree and at least 10 years of relevant post first-degree work experience. 
Desirable:
  • Advanced degree in Business Administration.

EXPERIENCE:

Essential:
  • Significant professional experience in the private sector or working with the private sector (e.g. in fundraising) or on private-sector related themes.
  • Sales & marketing experience.
  • Successful track record in relationship management on an international level.
  • Expertise on the Finance and Banking Sector.
  • Expertise on development issues and understanding of development co-operation. 
Desirable:
  • At least 4 - 6 years of relevant (post-university) work experience.
  • Professional experience working in a developing country.
  • Previous (philanthropic) fund-raising experience.
  • Understanding of global health issues and the three diseases.
  • Understanding of innovative financing vehicles, e.g. trust funds.

Snr. Country Representative- Pathfinder - Tanzania

Job description

Position Purpose
The Sr. Country Representative coordinates, manages and increases visibility and funding for Pathfinder International programs in Tanzania. S/he prominently positions PI as a leader in the field of Sexual and Reproductive Health and Rights and as a successful partner in the development and cost effective implementation of bilateral, foundation and privately funded programs.
Key Responsibilities
Organizational Representation
  • Serve as the primary representative for Pathfinder International on all matters related to the Country Program. Meet regularly with donors, partners, local Government agencies, and other key stakeholders to share progress, accomplishments, and challenges.
  • Be a vigilant voice for justice for reproductive rights and health.
  • Work to remove policy impediments in reproductive health and rights and to foster and forge improvements.
  • Use Pathfinder’s Strategic Plan to guide the development of country-specific strategies, create a timeline to implement strategy; contribute to organizational strategic goals, and continuously evaluate country level progress for achieving organizational strategic goals.
  • Provide periodic updates to the Pathfinder staff worldwide on the progress made, technical direction, approaches, challenges, successes, and lessons learned in managing the country Program.
  • In all matters, develop and foster a strong partner relationship with Headquarters to build a unified organization working in concert to achieve organizational goals.
Strategy
  • Leads the development and execution of an integrated country strategy.
  • Use a participatory approach to developing and updating the Country strategic plan, ensuring that programmatic directions are technically sound, evidence-based and consistent with Pathfinder’s country priorities.
  • Ensure local organizations are developed and strengthened to become successful, sustainable bodies to promote RH/FP in their respective communities and countries.
Administration
  • Implement administrative and financial operations of the country program, ensuring compliance and ethical standards, corporate philosophy, local laws and with Pathfinder International’s policy and contract provisions.
  • Develop management policies and procedures to ensure efficiency, quality, and all resources are in place, adhered to, and in compliance with local laws, donor rules and regulations.
  • Contract and manage local individuals/organizations for identified tasks according to donor and Pathfinder International procedures. Negotiate consultancy agreements, provide training and/or develop capacity of local partners in mandated program areas.
  • Ensure that security guidelines and procedures are established, maintained, updated regularly and adhered to by the Country team. Monitor the security situation and provide leadership for staff in emergencies.
  • Protect the organization’s resources and assets and ensure that they are used efficiently in furtherance of PI mission and programs.
Human Resources Management
  • Build a culture and a work environment where every employee regardless of role/title feels s/he contributes to the larger purpose of reproductive health and rights.
  • Build a high performing team focusing resources on employee retention, professional development, organizational culture and staff morale.
  • Manage the HR function in the country ensuring Pathfinder policies and standards are maintained.
  • Hire and supervise the HR Manager in the development of local Handbooks, staff morale, customized policies, HR reports, procedures, systems, maintenance of personnel files and other legally required documentation.
  • Ensure compliance with local labor laws and practice.
  • Select, hire and supervise staff and subcontractors; assign roles and responsibilities, manage performance and monitor the efficiency and effectiveness of the work.
Program Management
  • Directs the successful programmatic, technical and financial implementation of the country’s programs and awards including the timely completion of high quality reports, work plans, performance objectives and other mandated deliverables.
  • Monitor the country program progress and achievements vis a vis the goals and objectives utilizing tools and methods developed by Pathfinder and in alignment with donor requirements.
  • Undertake travel within the Country as necessary for the development of new projects and monitoring of ongoing Program activities.
  • Partner successfully with PI’s Senior Program Director and Headquarters financial, technical, and program operations backstop officers by providing accurate and timely reporting and updates on the Program progress and difficulties.
  • Contribute to other country programs, provide technical assistance, support and foster cross country collaboration and fertilization. In addition, may provide regional support/oversight to neighboring countries/programs.
  • Serve on the Country Representative Council.
  • Promote and enable in-country staff to travel and assist other countries in service of professional growth and development as well as organizational capacity building.
  • Oversee all subgrantee relationships to ensure that subgrantees are accomplishing programmatic objectives and that both PI and the subgrantees comply with applicable rules and policies.
  • Document technical components of materials and Program achevements for communications materials such as annual reports, brochures, and website updates.
Financial Management
  • Develop and prepare the budget and manage expenses within approved budget.
  • Maintain all internal controls and ensure that the controls are operating effectively.
  • Report on financial results. Approve the monthly operating report.
Fundraising/Development
  • Maintain close working relationships with the Headquarters Director of Business Development and Director of Foundation Relations to implement regional program development strategies and to diversify funding resources.
  • Gather information/intelligence from the field on future and current funding opportunities and communicate these to Headquarters.
  • Monitor, identify, pursue and negotiate funding opportunities with various donors and partners to expand Pathfinder's in-country activities in close colaboration with New Business and Resource Development.
  • Maintain an awareness of the programs conducted by other international NGOs including but not limited to RH/FP, MNCH, and HIV/AIDS.
  • Promote Pathfinder International by attending meetings, delivering presentations and cultivating positive, productive relationships with donors, partners, Ministry of Health, and other governmental agencies.
  • Assist with the creation of proposal teams, and lead, manage and/or respond to proposals.
Basic Requirements
  • Master’s degree in public health, social sciences or related field.
  • Minimum of 15 years of experience managing mid-large scale donor funded Reproductive Health projects in developing and transitioning countries including operations and financial management experience in developing countries. Previous experience managing multiple projects, minimum of 3, with project budgets totaling $10 million or more.
  • Demonstrated capabilities in high level strategic visioning and leadership.
  • Proven record of successful fundraising from diverse public and private sources.
  • Strong business development expertise, including proposal writing and negotiation skills.
  • Hands-on experience working effectively with local, regional and central-level government authorities.
  • Demonstrated experience in successfully fulfilling performance objectives, including the timely implementation and reporting of donor-funded program activities.
  • Proven experience working with a variety of donors and the diversity of requirements (regulations and administrative procedures) including USAID, multi-laterals, bi-laterals, and U.S. foundations.
  • Proven experience in designing, implementing, monitoring, and evaluating development and intervention activities in the health sector.
  • Direct senior staff supervision experience required.
  • In-depth knowledge of public and/or private health systems and decentralization of services in Reproductive Health.
  • Excellent diplomatic, interpersonal and communication (written and verbal) skills in English.
  • Proven ability to create and maintain effective working relations with senior Government personnel, international organizations, NGO partners, host country governments, and U. S. Government Agencies.
  • Demonstrated ability to manage, motivate, mentor and direct all levels of staff while creating a positive team environment.
  • Excellent knowledge of the political, social, economic, and cultural context of working in Tanzania
  • Strong presentation skills including the ability to present results and products to USAID and other key stakeholders.
  • Proven track record in advocating for rights based approaches in reproductive health.
  • Thorough understanding of and ability to analyze finanical documents, projections, expenditures and accruals.
  • Expert computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint and Outlook.
  • Must be fluent in English and Swahili
  • Position requires up to 25% in-country in-county travel depending upon project needs.

ROLE SUMMARY:

The Sourcing team is responsible for developing and implementing sourcing strategies over a wide range of health products with a total spend of over $1.2 billion annually. This includes implementing Market Shaping Strategies on health products and managing the sourcing activities for the centralized procurement facility, i.e. Pooled Procurement Mechanism (PPM). 
The PPM annual spend of $1.2 billion, which represents over 60% of Global Fund health products spend and about 25% of Global Fund grant spend annually, is being utilized by 60 countries.
The Sourcing team had through its strategies and procurement decisions generated about $500 million in savings between 2013 and 2015; improved supply terms and condition with On time and in Full (OTIF) of over 75% and mitigated procurement related risks through adequate governance processes.
One key function of the Sourcing Team is managing Global tenders for the procurement of a range of health products categories including pharmaceuticals (ARVs; ACTs; essential medicines) and health technology (LLINs; Diagnostics (RDTs; Viral Load/ EID;) Laboratory supplies)
The Specialist, Global Sourcing of health technologies product will:
  • Support the operational management of product portfolios focusing on the LLINs.
  • Subscribe to sourcing process being followed as a key business process and to ensure that sourcing is perceived as a value adding business partner.
  • Support the sourcing activities of all health technologies products.

RESPONSIBILITIES:

The Specialist will work on the LLIN product portfolio management and / or demand and operational transaction of PPM countries through:
1. Transaction Management
  • Implement execution of orders from supplier allocation through Wambo /PPM PSA.
2. Demand and Supply Management
  • Implement consolidation of demand for global forecasting.
  • Engage in the management of country demands to support supply planning and framework commitments.
  • Contribute to the allocation of country orders to suppliers.
3. Portfolio Management
  • Be the focal point lead for specified PPM countries.
  • Support the portfolio management for specified PPM countries.
4. Strategic Sourcing 
  • Support execution of global tenders for LLINs.
  • Support management of supplier volume allocations and commitments throughout the contractual period.
5. Supplier Relationship Management
  • Support the management of multi-year and multi-suppliers framework agreements for the specified product categories.
  • Contribute to Supplier performance management and contract implementation.
6. Stakeholder Management and Reporting
  • Contribute to reports on Market shaping / sourcing strategies, KPIs and other relevant topics.
  • Support non-PPM countries or entities to expand the benefits on sourcing strategies and framework agreements.

QUALIFICATIONS:
