VACANCY ANNOUNCEMENT: HEAD OF PLANNING, MONITORING AND EVALUATION DIVISION

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopia.

The directorate of strategic policy planning, Monitoring, Evaluation and Resource Mobilization general mandate, under the direct authority of the Chairperson of the AU Commission, is to promote and follow the modernisation of the management tools of the Commission, to support the improvement of the AU’s capacity to define priorities and to plan, execute, and monitor the policies and programmes adopted by the different departments of the Commission. The SPPMERM is composed of four Divisions each under the responsibility of one Head of Division.  Together with the Director of the SPPMERM these four Heads of Division constitute the management team of the Directorate.

The Directorate of SPPMERM is mandated to ensure inter departmental coordination in the strategic planning and for continuous monitoring and evaluation of programmes, projects and outputs against action plans. The directorate is also responsible for assessing the efficiency and effectiveness of the programmes and projects in realizing organizational goals and objectives. It is equally expected to develop strategies for and coordinate the monitoring and evaluation system of programmes and projects and to this end establish and maintain constructive relations between Africa and the wider world.

Job Purpose
Policymaking and planning requires diverse and complex information and expertise based on evidence from the ground. Widening the space for policy dialogue and citizen participation in policymaking and planning brings a wider range of information, ideas, perspectives, and experiences to the process. Therefore, Head of Planning manages, coordinates and organizes the Commission's overall operation and serves as professional advisor to the Chairperson of the Commission. He/she will be responsible for developing, maintaining and administering a comprehensive planning program for the Commission and the Union, including financial targets, and performance metrics. The principal objective of this post is to manage the Division responsible for building up the Commission’s capacity to define priorities and to formulate, implement and follow policies and programmes in a transparent and responsible manner and to ensure the Division delivers on its responsibilities and objectives

  1. Main duties and responsibilities

  • Devise and implement the work programme of the Division so as to ensure it provides the strategic planning, monitoring and evaluation capacity required by the Commission.
§  Defines the organization’s Commission’s goals and objectives and develops strategic and operational plans.
§  Ensure that the Division contributes effectively to the work of the Directorate.
§  Undertake scenario analysis and formulates planning policy recommendations for presentation to the Commission.
§  Periodically evaluates information to determine feasibility of proposals and identifies factors requiring amendment on a frequent basis, and ensures an effective framework exists for managing and diagnosing progress against objectives.
§  Prepare rules and procedures for Policy formulation, coordination and evaluation.
§  Promote internal best practices concerning strategic planning, monitoring and evaluation
  • Participate actively in the management of the Directorate along with the other members of the management team
  • Manage the Division and provide a proactive and dynamic framework for the work of the staff of the Division;
§  Finalize the Strategic Plan of the Commission, to periodically update as circumstances require and, in due time, for the next planning period, to prepare the successor Strategic Plan;
§  Monitor the day to day implementation of the Strategic Plan;
§  Ensure a set of prioritized annual objectives for each directorate and division is prepared on the basis of the Strategic Plan and in close consultation with the head of each these departments;
§  Ensure the preparation of the annual declaration of the AU’s major orientations and priorities on the basis of material collected from each department on the activities and programmes of the Union.
§  Promote internally the use of best practices in terms of strategic planning, monitoring and evaluation
§  Support all AUC departments and directorates in the strengthening of their strategic planning capacity;
§  Organize and conduct regular internal seminars on strategic planning, monitoring and evaluation;
§  Ensure annual sectoral evaluations are conducted in each Directorate
§  Coordinate a feasibility study for the proposed Institut de Prospective (Futures Institute);

3.    Education Qualifications and Experience

·         Candidates must have a University Master’s Degree in Economic Science, with solid knowledge of planning analytical tools and statistical Analysis packages.  A Higher qualification will be an added advantage.

·         At least Ten years of experience in the field of Strategic Planning and Programmes Evaluation with particular reference to the African Situation of which three(3)  years at a management level.

·         Proven professional  experience and  , Excellent writing, drafting and analysis skills, including Statistical and or Econometric packages;

4.    Competencies

·         Proven experience of programme management methodologies and practice
·         Excellent analytical, problem solving and strategic thinking skills.
·         Advanced knowledge of planning, monitoring and evaluation methodologies;
·         Ability to synthesize and help stakeholders identify strategic priorities in complex work programmes;
·         Ability to manage effectively multi-stakeholder planning processes.
·         Excellent leadership and negotiating skills.  Proven ability to communicate effectively both orally and in writing.
·         Solid management skills and good team spirit;
·         Adequate computer skills so as to give a relative autonomy in the preparation of work.

5.    LANGUAGE REQUIREMENT:

 

Proficiency in one of the African Union working languages. Proficiency of one or several other working language(s) would be an added advantage.

6.    TENURE OF APPOINTMENT:

 

The appointment will be made on fixed term contract for a period of three (3) years, of which the first twelve months be consider as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.

 

7.    LEAST REPRESENTATIVE COUNTRIES:


Candidates from the following least represented countries are encouraged to apply: Eretria, Central African Republic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTome and Principe, Seychelles and Somalia.

9.    REMUNERATION:

 

Indicative basic salary of US$ 47829.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 14,414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
