Job Background/Summary
The Local Partners Excel in Comprehensive HIV & AIDS Service Delivery (LEAD) Project supports strengthening and scale up of quality HIV care and treatment, TB/HIV and Prevention of Mother to Child Transmission (PMTCT) services in Mara, Manyara and Tanga Regions to ensure that people living with HIV/AIDS (PLHA) and their families experience improved health and wellbeing. It is a follow up project after AIDSRelief came to an end on February 29, 2012.
The LEAD Project supports the Government of Tanzania (GoT) to build the capacity of local health facilities and faith based institutions to manage and provide quality HIV and Anti-Retroviral Therapy (ART) treatment services. The LEAD Project is a consortium of four partner organizations including CRS as the lead agency, Instituteof Human Virology (IHV) at the University of Maryland, Futures Group, and Interchurch Medical Assistance (IMA). The Christian Social Services Commission of Tanzania (CSSC) is also a strategic transition partner in the implementation of the LEAD Project in Tanzania. LEAD currently supports 101 HIV care and treatment clinics to provide ART treatment services to over 37,000 clients and 509 facilities to provide PMTCT services.
Now in its fourth year of implementation, the LEAD Project's priorities are focused on increasing the number of adult and pediatric clients on treatment and supporting the Government of Tanzania to roll out Option B+ in order to provide lifelong antiretroviral therapy (ART) for all HIV-positive pregnant and breastfeeding women. In addition, the LEAD project continues to support USG and GoT priorities towards achieving long term sustainability by increasing Tanzania local ownership of HIV care and treatment services. The LEAD project initiated this process in 2009 and continues to work toward achieving this goal. The process and execution of transition is a collaborative effort led by the LEAD consortium with participation of local partners, local partner treatment facilities, GOT, USG donors, Regional/Council Health Management Teams (R/CHMTs), and other key stakeholders.
Key Responsibilities
The Deputy Chief of Party (DCOP) for Program Quality and Knowledge and Information Management reports to the Chief of Party (COP) and is responsible for developing strategies and plans, monitoring the quality implementation of project activities, and reporting, in collaboration with members of the consortium management team.
The DCOP will coordinate the development of harmonized consortium annual country operational plans and continuation applications submitted to the donor. The DCOP will play a key role in tracking the progress and monitoring project workplans by all consortium members based on the annual workplans. The DCOP will collaborate with the consortium management team to ensure the program's adherence to program quality standards in line with CRS, PEPFAR and Government of Tanzania guidelines. The DCOP is also responsible for ensuring the coordinated collection, compilation and sharing of donor compliance reports, as well as external communications, publicity and general awareness materials.
The DCOP also assists the Chief of Party (COP) with representational aspects of the program. The DCOP will assist the COP with harmonization and consistent communication among consortium members. The DCOP attends internal and external meetings for the LEAD Project and coordinates with other international and local partners in an effort to increase project impact and raise the awareness about LEAD. The DCOP leads the transition process for the LEAD Project with other consortium staff in close collaboration with the local partner CSSC.
Specific Responsibilities
Planning and Program Development
  • Lead the preparation and submission of the Annual Country Operational Plan workbook, Annual Continuation Application and Scopes of Work for the LEAD consortium.
  • Support the CRS Tanzania Program to identify and pursue funding opportunities to complement LEAD programming.
  • Coordinate with other CRS Tanzania programs to ensure the best synergies and integration between existing programs and LEAD Project activities
Program Quality
  • Ensure that the LEAD Project meets CRS, GoT and donor standards for program quality.
  • Coordinate with consortium members on the implementation of project strategies to improve the quality of LEAD and to achieve LEAD project targets.
  • Work closely with Strategic Information (SI) team to strengthen the consortium's use of data to make decisions to improve the quality of the program
Knowledge and Information Management
  • Promote enhanced utilization of KIM tools for decision-making at all levels.
  • In coordination with other CRS Tanzania programs, implement a communication strategy within and outside the LEAD Project.
  • Strengthen the LEAD Project's capacity to share information and ideas within the consortium.
  • Identify and document case studies, best practices, and lessons learned.
  • Ensure that online databases are updated, maintained and accessible to all LEAD staff.
  • Ensure key program documents and reports are made available, reviewed and shared internally and externally as needed
Monitoring, Evaluation, and Learning
  • Coordinate semi-annual and annual program reviews and follow up on actions.
  • Monitor the implementation of the CMs' Scope of Works.
  • Make frequent visits to the field to monitor the implementation of LPTF workplans and propose recommendations to the COP and CMT for quality improvement.
  • Assist site management and supply chain teams develop and utilize systems to track LPTF performance.
  • Promote a culture of learning and information sharing among the LEAD team
Reporting
  • Coordinate the development, review, and submission of high quality monthly, quarterly, semi-annual, and annual reports.
  • Lead the drafting and submission of documents formally requested of LEAD from donors and government including programmatic reports and funding applications.
  • Analyze and disseminate trip and training reports from all CMs and follow up on action items
Financial Management
  • Contribute to all required financial planning, budgeting and reporting exercises.
  • Assist the CoP and CRS Finance Team to track consortium members' expenditure and analyze performance.
  • Assist the COP in the review of consortium member budgets in relation to activity plans.
  • Participate in Expenditure Analysis activities – coordinate with consortium members to ensure correct and timely completion of Expenditure Analysis tool.
Transition and Sustainability
  • In collaboration with consortium members, lead the process of transition to the local partner CSSC.
  • Lead capacity building efforts for CSSC and document the transition process.
  • Communicate regularly with the region and HQ on capacity building, sustainability, and transition efforts
Representation and Partnership
  • Work closely with the COP to support a harmonized relationship within the consortium.
  • Ensure the LEAD Project is professionally and consistently represented at relevant sector coordination, donor, government, and network meetings.
  • Maintain good donor relationships through frequent contact and fulfillment of donor requirements.
  • Assist in strengthening local relationships, including with the local partner, local Church, Government of Tanzania, etc.
  • Work with the COP to prepare presentations on program issues and any other marketing materials as needed
Mentoring and Supervision
  • Directly supervise: Knowledge Management and Learning Coordinator and Program Assistant.
  • Work with staff to develop and implement progressive but realistic staff development plans and annual performance plans using the CRS Performance Management System.
  • Provide necessary and timely feedback and support to all staff being directly managed.
  • Ensure that staff are adequately trained in key strategic areas of personal and professional development

Qualifications and Experience
  • Master's degree in Public Health, Social Science, Project Management or related field.
  • At least 5 years' experience in technical or managerial positions.
  • Experience working with HIV/AIDS programs (ART, HBC, OVC) or community-based projects is a plus.
  • Experience on USG-funded health and/or other development programs preferred.
  • Fluent in both written and spoken English.
  • Excellent writing skills, experience drafting reports necessary.
  • Excellent interpersonal, organizational, written, and verbal communication skills, including in cross-cultural settings.
  • Excellent organizational skills and attention to detail.
  • Computer literate (particularly in MS word, excel, and Outlook).
  • Strong problem solving skills and ability to resolve conflicts.

Impact and Consequence of Error
Consequences of error in management and financial oversight are medium given the fact that there are no budget oversight responsibilities. However, role requires high level of coordination with AIDSRelief staff and other stakeholders which are central to the communication/information flow for the entire program.
Independence
The position demands high level of information management skills central to smooth LEAD operations.
