OBJECTIVES OF THE PROGRAMME :
The procurement support services unit is responsible for procurement and delivery of goods and services essentially needed for the implementation of WHO collaborative programme activities.
Description of duties:
Purpose of the Post:
Provision of assistance for the processing of procurement requests for medicines, pharmaceuticals and medical supplies.

Organizational Context:
Work is performed within a normal office environment. Work is assigned by supervisor who gives instructions on non-routine matters. Routine work is performed independently within detailed guidelines.

Summary of Assigned Duties:
Under the guidance and direct supervision of the Technical Assistant, the incumbent shall perform the following duties and responsibilities:
1. Reviewing the submitted requests to ensure correctness of submitted medicines regarding complete and correct specifications.
2. Checking the offered specifications and verifying that they match requirements by WRO/MOH or Technical Unit.
3. Drafting comparative statements and analysis sheets.
4. Communicating with suppliers and Country Offices through drafting replies and follow-up.
5. Reviewing Requisitions below $ 50,000 received from the Country Offices to ensure that all documents are available and prices are reasonable.
6. Providing comparable prices from the local market as well from previous purchases, to ensure that the offered prices by local suppliers through Country Offices are reasonable.
7. Providing Country Offices with an estimate cost of needed medicines "upon request".
8. Drafting letters and memos related to the procurement of medicines including adjudication report, RCRC memo and notes for the records.
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary education.

Desirable: University degree in Pharmacy.
Skills:

Experience in WHO is an asset with good knowledge of procurement procedures of WHO.
Languages:
Excellent knowledge of English and Arabic. French is an asset.

Public Health Supply Chain Management Course;13-17 April 2015, Nairobi Kenya

What is the course about?

This training will introduce you to managing the end-to-end supply chain as an integrated system, where each function works in tandem with the others to improve accountability through:
  • Performance agreements;
  • Specialisation and cost-savings in storage and distribution;
  • Control without holding stock at each level, lower inventory levels, better use of storage capacity;
  • One management system, reduced stock-outs and wastage;
  • Alignment of storage and distribution capacity to national need;
  • Transparency for partners and stakeholders and improved supply chain decision-making.
Supply chain excellence requires all of its functions working together. For example, decisions on product selection must inform decisions on distribution modes, frequency of delivery and storage specification. Similarly, rational use of pharmaceuticals is a critical determining factor for accurate quantification which, in turn, effects procurement planning. Any supply chain strategy must consider these interactions and the associated trade-offs that exist between alternative supply chains. It is important for everyone involved in supply chain management to have a demonstrable competence in each function.

Most training in supply chain is narrowly focused on specific activities, rather than the higher–order skills required by supply chain managers. Supply chain functions should not be considered as distinct, but, as facets of a single supply chain system.

Who should attend?

Pharmacists, other professionals with key roles in supply chain management, including those supported by national governments and international organisations. Participants will also include professionals with an interest increasing their knowledge skills as independent supply chain consultants.

Objectives

  • To comprehend the  procedure and policy issues of product selection in the supply chain process;
  • To understand the quantification of needs and pharmaceutical procurement principles (the rules, methods, selection of suppliers and award of contracts);
  • To learn quality assurance and its management;
  • To analyse and evaluate storage and supply management issues and policies.

  • Enabling environment: policies, legal frameworks, political, economic and social dynamics that influence the supply chain;
  • Selection: review of health challenges, treatments and decisions concerning appropriate prescribing of drugs and dosage forms;
  • Quantification: estimation of the quantities of drugs needed;
  • Procurement: acquisition of supplies through purchase, donation or manufacture;
  • Storage and distribution: holding and movement of materials;
  • Rational use: dispensing of medications appropriate to clinical needs, in doses that meet patient requirements;
  • Supporting infrastructure: systems that support supply chain management (e.g. information management, organisations, performance management systems);
  • Quality assurance: activities intended to ensure that products meet quality specifications;
  • Disposal of waste;
  • Vehicle and assets management.

Skill sets required:

   - The consultant must have a strong academic background and
   well-recognized professional status in health commodities and access to medicines
   - The consultant should have a minimum of 10 years experience in
   communicable diseases, preferably in Asia and the Pacific in Malaria with a
   strong knowledge of malaria commodities, with at least 2-3 years of
   experience in a senior advisory or managerial level
   - He or she should have relevant experience and understanding of
   the malaria problem and its impact on countries in Asia and the Pacific

Educational Qualifications:

   - The consultant should have a masters degree preferably in Public
   Health, Management, or any other relevant degree with a background of
   Pharmacy or medicine

Responsibilities:

   - The major responsibility of the consultant will be to work along side
   senior consultants to develop a Road map for malaria elimination by 2030
   (with a focus on access to Quality Assured anti-malarial commodities)
   - The road map should explore the positive externality and impact on
   other diseases and conditions (e.g. other communicable diseases and
   non-communicable diseases)
   - Other responsibilities will be decided later

Background:
USAID | DELIVER PROJECT is a worldwide program managed by John Snow, Inc. and funded by the United States Agency for International Development (USAID). The project strengthens the supply chains of health programs in developing countries to ensure the availability of critical health products to clients. The Senior Logistics Advisor in conjunction with Supply Chain Management Unit (SCMU) will coordinate and support technical assistance activities in the country and works under the direction of Country Director, USAID | DELIVER PROJECT.

Summary of Responsibilities:
Senior logistics advisor (SLA) works with the SCMU in coordination with in-country and international partners to enhance supply-chain capacity; ensuring accurate supply-chain information is collected, shared, and used; and providing quality, health care products to those who need them.

He/she will support the Country Director in the planning and coordination of all activities and personnel, development of technical strategies and work plans and the organization and provision of in-country technical assistance. He/she promotes collaboration and best practices in the forecasting, procurement, storage, distribution, and information management of health commodities.

RESPONSIBILITIES
• Working closely with SCMU Manager and field office staff, the SLA will manage technical activities concerning provision of health commodities, including product selection; forecasting and quantification; monitoring the pipeline; storage and distribution of products in-country; and logistics management information systems.
• Assist with assessments of supply chain programs in-country, to determine system strengths and weaknesses and identify technical assistance gaps that may be addressed by Ministry of Health and Social Welfare (MOHSW).
• Working with the SCMU Manager and field office staff to develop and implement a long-term SCMS strategy and an annual work plan in conjunction with relevant units of MOHSW, partners and other institutions.
• Update the work plan and coordinate development of technical reports on monthly and quarterly basis.
• Define scopes of work (SOW) for short-term technical assistance and obtain necessary approvals and, working with the SCMU Manager and the field office staff, modify SOWs as required.
• Together with the SCMU Manager and the field office staff, organize and manage activities related to the provision of short-term technical assistance (STTA or temporary duty, TDY).
• Report results of technical assistance on a regular basis to SCTWG and SC task force
• Provide direct in-country technical assistance, as appropriate within areas of expertise
• Manage communications with SCMU technical and management staff
• Coordinate performance management including the monitoring of Key Performance Indicators in collaboration with relevant stakeholders
QUALIFICATIONS
• Post graduate degree in pharmacy, public health, procurement, logistics, supply chain management or equivalent education or work experience.
• Excellent written and oral communications skills.
• Strong presentation and negotiation skills honed from interacting with senior levels in the public and/or private sector.
• Proven ability to work as a part of a team along with ability to self-manage time.
• Ability and willingness to mentor others and build local capacity.
• Demonstrated abilities and skills in Microsoft Office Suite applications including Word, Excel, and PowerPoint
• English fluency required in speaking, writing, and reading.
• Minimum of 10 years of experience working in public health supply chain management or pharmacy management programs in the developing world.
• Five or more years working in developing countries
• Experience with USAID funded projects a plus.

  1. Malaria Supply Chain Officer- ONE post
Roles and Responsibility:
  • Liaise with LMU upstream Logistics Coordinator on the forecast, quantification, ordering, receipt and storage at the Central store of malaria drugs and supplies from manufacturers
  • Liaise with LMU downstream logistics coordinator on the distribution of malaria drugs and supplies to zonal stores, storage at zonal stores and distribution to health facilities
  • Prepare monthly report on the receipt and pipeline quantities of malaria drugs and supplies, every Tuesdayof the first week of each month and submit the same to the PM-NMCP
  • Any other duties determined by Head of Malaria Case Management- NMCP
  • Responsible to the Head of Malaria Case Management- NMCP
Required Qualifications:
  1. Bachelor’s Degree in Pharmacy (Postgraduate Degree in Public Health, Supply Chain Management, or related field will be an added advantage)
  2. At least two years experience progressively responsible in supply chain management
  3. Demonstrated skills in information systems and Advanced Microsoft Office applications
  4. Experience in logistics/supply chain management of public health commodities is desirable
  5. Experience and knowledge in procurement will be an added advantage
  6. Excellent communication skills are important
Salary:
Salary of all Officers will be paid through the Global Fund Grant (SSF-Malaria) and will be according to the approved MoHSW rates.
