Business Development Manager (BDM 5)-The Medicines Patent Pool (MPP)

The Medicines Patent Pool (MPP) is an independent public health foundation based in Geneva, Switzerland, established with the support of UNITAID. Context:
While MPP’s work in HIV is well developed, the field of tuberculosis (TB) is new for the organisation. After a long period in which no new drugs for TB were approved, the pipeline has some interesting new candidates and regimens in development. MPP would like to enter into collaboration with partners to bring these potential treatments to patients in low- and middle-income countries.
Further, MPP’s work in HIV has generated considerable interest in the applicability of the model to different technologies in our current areas of work as well as to new therapies.
The MPP aims to utilise the opportunity from these developments to maximize its public health impact. This new position will focus on the above two crucial areas for the MPP.
Main Duties/Responsibilities:
The Business Development Manager (BDM) will be a key member of the Business Development team, and will help develop MPP’s work in its new area of tuberculosis and help the organisation keep abreast and act swiftly on developments/opportunities that may affect its work. Responsibilities include:
  1. Help develop licensing/engagement/entry strategies, business cases for TB compounds: approved and pipeline, both drug sensitive and drug resistant TB;
  2. Help initiate and participate in negotiations with the pharmaceutical industry for TB compounds;
  3. Engage with external stakeholders: industry and non-profits to help further development of TB medicines;
  4. Develop forecasts for TB treatments in collaboration with partners and experts;
  5. Develop models to estimate MPP’s likely economic and public health impact due to its work in TB;
  6. Manage Management Intelligence System to keep abreast of and provide early visibility into trends and industry developments that may affect the work of MPP or present opportunities for the MPP.
  7. Identify new potential technologies in current and other therapy areas of MPP as well as new potential partners for MPP, including for new technologies.
Experience/Background/Knowledge:
The Business Development Manager should have:
  • Good understanding of the field of TB, treatments for drug sensitive and resistant TB, and drug pipeline;
  • Deep understanding of the pharmaceutical industry;
  • Understanding of multiple technology and therapy areas of the pharmaceutical industry;
  • Good pharmaceutical industry network;
  • Strong analytical skills including ability to handle quantitative and qualitative information; creativity to leverage non-traditional data sets;
  • Good strategy development skills;
  • Excellent professional writing skills;
  • Good blend of long term, visionary thinking and execution orientation;
  • Knowledge of public health and issues related to access to medicines and intellectual property.

Personal Qualities: 
  • Organised, autonomous, and able to work within short timelines and new areas;
  • Meticulous and excellent attention to detail;
  • Collaborative and supportive approach to teamwork;
  • Ability to work with relatively senior and more experienced people especially those outside the direct sphere of influence;
  • Sensitivity to different cultures and work styles.

Education and special training:Advanced university degree in medicine, pharmaceutical sciences, public health, business administration or related field.

Experience (length and nature):At least 10 years’ relevant experience.
Use of Languages:Native proficiency in English is required.

Context:
While MPP’s work in HIV is well developed, the field of viral hepatitis, especially hepatitis C (HCV) is relatively new for the organisation. Since its recent entry in HCV, MPP has already signed agreements that will facilitate development of a key drug to cure the disease. There are several other drugs in the development pipeline that MPP would also like to focus on.
Further, generic versions of MPP licensed medicines are now increasingly becoming available in low- and middle-income countries, helping reduce costs and ensuring more people are treated with latest medicines. As this impact escalates rapidly, MPP would provide increased focus on ensuring that this public health impact is created in a timely fashion and measured objectively.
This new position will focus on the above two crucial areas for the MPP.
Main Duties/Responsibilities:

Team Description

The Sourcing team is responsible for developing and implementing sourcing strategies over a wide range of health products with a total spend of over $1.2 billion annually. This includes implementing Market Shaping Strategies on health products and managing the sourcing activities for the centralized procurement facility, i.e. Pooled Procurement Mechanism (PPM).

The PPM annual spend of $1.2 billion, which represents over 60% of Global Fund health products spend and about 25% of Global Fund grant spend annually, is being utilized by 60 countries.

The Sourcing team had through its strategies and procurement decisions generated about $500 million in savings between 2013 and 2015; improved supply terms and condition with On time and in Full (OTIF) of over 75% and mitigated procurement related risks through adequate governance processes.

The Sourcing Team negotiated prices are used for PPM countries and also benchmark price references for non-PPM countries and these prices will be made available on the online platform, Wambo.org.

Role Summary

The Manager, Global Sourcing of Health Technologies will lead one of the three sub-teams within the Sourcing team and has the overall responsibility to develop, implement and manage Global Tenders and framework agreements for the product categories within the Health Technology portfolio (LLINs, Diagnostics (RDTs and lab-based), IRS, Condoms, Lab Supplies)

Key Responsibilities

Lead the sourcing activities of all health technology products spend through the PPM to maximize value for the Global Fund through the identification and implementation of sourcing best practices.
-  Manage the category specifics content and process of the health technology portfolio (LLINs, Diagnostics (RDTs and lab-based), IRS, Condoms, Lab Supplies).
- Ensure the sourcing process is followed as a key business process and to ensure that sourcing is perceived as a value adding business partner.
-  Be an active member of the Global Fund and wider sector Sourcing Community in order to develop thought leadership related to the identification, implementation and continuous improvement.

The Manager will facilitate the estimated $550M grant spend annually through the PPM on health technologies (LLINs, Diagnostics with an
indirect financial accountability (RDTs and lab-based), IRS, Condoms, Lab
Supplies) through:

a) Strategic Sourcing
-  Lead the development, update and implementation of sourcing and market shaping strategies for the specified product categories
-  Design and execute global tenders for specified health products
-   Determine and manage supplier volume allocations and commitments throughout the contractual period

b) Supplier Relationship Management
-   Manage the multi-year and multi-suppliers framework agreements for the specified product categories
-   Manage the Supplier performance management and contract implementation

c) Demand and Supply Management
-    Coordinate the consolidation of demand and develop global forecasting
-    Supervise the management of country demands to support supply planning and framework commitments
-   Supervise the allocation of country orders to suppliers

d) Stakeholder Management and Reporting
-    Contribute to the engagement with partners and stakeholders on sourcing and procurement strategies for specified product categories
-    Contribute to reports on Market shaping / sourcing strategies, KPIs and other relevant topics
-    Engage and support non-PPM countries or entities to expand the benefits on sourcing strategies and framework agreements

e) Transaction Management
-   Oversee execution of PPM orders from supplier allocation through Wambo.org / PPM Procurement Service Agent PSA
-   Supervise the management of emergency orders through Rapid Supply Mechanism

f) People Manager
-   Manage team to achieve objectives and maintain high level of engagement

Qualifications

Essential:
-   Master's degree in Pharmacy, Chemistry or other health / medical sciences
Desirable:
-  Training in business administration or financial qualification would be an asset.

Experience
Essential:
-  Minimum 15 years of experience with health products, especially on diagnostics or indirect material requirements and strategic sourcing.
-   Experience working within a matrix organization.

Languages:
An excellent knowledge of English is essential. Knowledge of other languages would be an asset.

Technical Competencies:
-   Business Partnering - ability to communicate and present at all levels, working with stakeholders to deliver appropriate global sourcing strategies
-  Subject Matter Expertise - core technical and market knowledge on products under portfolio
-   Strategic Sourcing - follow governance and proactively deploy continuous improvement methodologies at the function and category level
-   Management - initiating and managing major cross-geographic / supplier sourcing activities.
