DESCRIPTION

OVERVIEW:
The Global Health Supply Chain (GHSC) program, supported by the United States Agency for International Development (USAID), provides expert technical assistance to Tanzania to strengthen country supply chain systems across all health elements, e.g., malaria, family planning (FP), HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH). In coordination with in-country and development partners, GHSC assists Government of Tanzania health programs by providing strategic planning and implementation assistance; improving the delivery of health commodities to service sites; providing capacity building support to broaden stakeholders' understanding and engagement of the supply chain system; and strengthening enabling environments to improve supply chain performance.
JOB SUMMARY:
The eLMIS Senior Advisor will be responsible for eLMIS governance planning, communicating with the OpenLMIS community, MOHSW transition planning, expanding the use of eLMIS, and improving data quality and use for decision-making. This position will be based in Dar es Salaam with occasional travel to zones.
RESPONSIBILITIES:
Responsibilities may include, but are not limited to, the following:
  • Provide continued support for the GOT’s eLMIS and serve as the main point of contact communicating with the Global OpenLMIS community.
  • Regularly attend the OpenLMIS Product Committee calls.
  • Actively participate in the OpenLMIS Product Google Group.
  • Document new feature and report feature requests and product ideas in the form of user stories.
  • Complete projects that require data mining, analysis, and presentation.
  • Identify relevant trends, do follow-up analysis, prepare visualizations.
  • Develop reports and dashboards.
  • Manage internal reporting, ensuring high-quality, well-written and timely reports on key program highlights/issues that meet donor and VillageReach requirements, with support from the program managers/coordinators.
  • Prepare and update sector and/or geographic ‘fact sheets’, data requests, and other program and external communications information as necessary for dissemination to donors, peer organizations, or other relevant entities.
  • Regularly attend and participate in VAN “Visibility Analytics Network” meetings and ensure cross-cutting activities are appropriately coordinated
  • Manage eLMIS support to governance and capacity building activities related to data use and quality.
  • Advise the Global OpenLMIS Community on GOT’s eLMIS progress and needs via regular progress reports.
  • Advise the project management team to support the implementation and monitoring of long-term country strategic plans that reflects GOT and USAID Tanzania’s, priorities and needs and update these as necessary throughout project life.

REQUIREMENTS

REQUIREMENTS:
Applicants for this position should be Tanzanian nationals or lawful residents who possess the following minimum qualifications:
  • B.S. in Computer, Mathematics, Applied Statistics, Informatics or related field, M.S. or PhD preferred
  • Demonstrated experience with business intelligence tools like Tableau, Qlikview, etc.
  • Excellent visual design sense regarding clear and accurate presentation of data
  • Functional ETL &/or programming experience, especially using Python, a strong plus
  • Experience using ArcGIS a plus
  • Self-starter – must be productive with minimal direction
  • Excellent interpersonal, oral and written English communication skills
  • Strong leadership skills and ability to build strong interpersonal relationships
  • Ability to work on a team to develop strategies and manage implementation of projects
  • Ability to handle multiple tasks, set priorities and work independently
  • A proven ability to work as part of a team and to be self-managing
  • Knowledge of Microsoft Office, including Word, Excel, and PowerPoint
  • Knowledge of Atlassian Jira and Agile software development – especially writing user stories
PLUSES:
  • 10 or more years of experience working with information systems and government stakeholders in Tanzania preferred
  • Experience in managing public health programs or projects in developing country context, with three years or more senior management experience preferred
  • Track record in supply chain systems performance assessment and M&E responsibilities highly preferred
  • Excellent technical writing and oral presentation skills highly desired
  • Experience managing a USAID funded contract or grant is a plus
  • Experience in logistics/supply chain management and or public health commodities management desirable.
  • Experience working with the Government of Tanzania and other NGO’s preferred.
  • Previous work experience with USAID-funded projects desirable.

Job Summary:
The Last Mile Advisor will work across all objectives of the project to ensure that the critical perspective of the realities at rural health centers and health posts are represented in any and all central level decision-making. This person will also provide leadership and support to the enabling environment work stream which includes team members working on governance systems, establishing operational processes, defining policy recommendation and operationalizing M&E systems.
Responsibilities:
  • Provide leadership and oversight to activities supporting the enabling environment work stream including strengthening governance systems, establishing operational processes, defining policy recommendation and operationalizing M&E systems.
  • Provide thought leadership and guidance to the GHSC project team to ensure that last mile perspectives are integrated into all project initiatives such as; including unique solutions to address service delivery level challenges; highlighting differences between stated policies and on the ground implementation; sharing best practices and developing activities to improve data quality, streamline workflows and improve efficiency at the last mile; and leading efforts to understand and evaluate the impact of project activities at the service delivery level.
  • Work closely with civil service organizations (CSOs), regional health management teams (RHMTs), council health management teams (CHMTs) and districts to meet project objectives.
  • Support activities within the enabling environment workstream including solidifying the logistic management unit’s role in information sharing and oversight, expanding the role of the private sector, establishing a culture of collaboration and information sharing and strengthening governance and accountability
  • Monitor project implementation and refine project strategies and plans accordingly
  • Contribute both strategically and tactically to analysis of program opportunities;
  • Represent GHSC in technical working groups, committees, government forums, and conferences as relevant;
  • Ensure strong relationships between GHSC, government partners, and global and NGO partners in Tanzania
  • Work with the project management team to support the implementation and monitoring of long-term country strategic plans that reflects GOT and USAID Tanzania’s, priorities and needs and update these as necessary throughout project life.

REQUIREMENTS

Qualifications & Characteristics:
The ideal candidate will have the following professional qualifications and personal characteristics:
  • Experience in Health System Strengthening Initiatives: Experience working with Tanzania’s health system and working with a variety of stakeholders, including ministries of health and health facility staff, in the areas of program design, implementation or evaluation. Must have strong understanding of the service delivery level and working in rural environments.
  • Coalition-Building. Experience in working with CSOs, government, and other stakeholders to influence change.
  • Communication and interpersonal skills. Strong communication and cross-cultural management skills with experience working with ministries of health and health workers. Persuasive written and verbal communication. Open mindedness to accommodate the non-traditional mix of disciplines within the GHSC team and interpersonal skills to work effectively in partnership with others on the project and externally.
  • Writing and analytical skills. Superb writing skills and the ability to assemble, distill and analyze all necessary information for decision-making and presentations.

Overview: The Deputy Director for M&E will be a supervisor to the Senior level M&E staff, a liaison with Senior Management, and a coordinator of the activities, workplanning, and personnel of the M&E Unit He / she will provide technical M&E assistance to the Jhpiego Tanzania programs for 70% LOE, and with 30% supervise the Senior M&E Officers, liaise with Senior Management Team and coordinate unit meetings and activities, supervision, professional development and workplanning for the M&E and Senior M&E officers and provide M&E input into proposal writing.  As the supervisor to the Senior M&E Officers, he / she will be aware of the activities of all of the M&E Officers in the unit and play a coordinating role. He / she will liaise with Jhpiego Tanzania Senior Management Team as necessary, and take a substantial role in communicating with donors and MOHSW as necessary.


Responsibilities:

·         Provide high quality technical M&E assistance to Jhpiego programs as requested by the programs (70% LOE)
·         Supervise and support Senior M&E Officers to ensure appropriate outputs (conducting activities, meeting reporting deadlines, and supervision of M&E Officers )
o   Conduct 90 day performance reviews for new hires
o   Conduct annual performance reviews for Senior M&E Officers and biannual performance review check in
o   Solve performance problems as they arise
·         Liaise with Senior Management, Program Managers and COPs as necessary to ensure that the M&E officers are meeting the M&E needs of the program.
·         Liaise with Chiefs of Party, Senior Management team to ensure the M&E officers are supporting Jhpiego Tanzania appropriately
·         Take responsibility for  M&E unit to meet crucial deadlines such as APR / SAPR reports, timely reporting into T-MEMS and JRISE, quarterly and ad hoc reporting
·         Work closely with the M&E Director, the Senior Health Informatics Advisor and the Research Coordinator to provide a harmonized monitoring, evaluation and research service to Jhpiego and to MOH
·         Convene bi-annual M&E Unit meetings and plan annual retreat, workplanning and professional development of unit staff
·         Assist in new program development / proposal writing as requested

Preferred Qualifications:

·         Masters degree in Public Health
·         Experience in national level work on M&E (work with the MOHSW)
·         At least 5-7 years work experience coordinating M&E activities of a major NGO
·         Knowledge of different data analysis software
·         Excellent presentation skills
·         Excellent time management, people and partnership skills
·         Excellent writing, English and Kiswahili skills
·         Availability and willingness to travel up to 30% time
