Tanzania National and Local Government Authority Health Systems Strengthening
RTI International is seeking Health Financing Advisor candidates for an anticipated USAID-funded national health systems strengthening project in Tanzania. The purpose of this project is to strengthen the health care system, largely focusing on the public sector, at the national and Local Government Authorities (LGA) levels. Specifically, efforts will focus on improving governance, finance, human resources for health, and information components of the health system. The Health Financing Advisor will provide technical leadership to increase domestic resources investment in health care and build capacity for improved efficiency, effectiveness and value in the use of funds at the national and LGA levels. The position will be based in Dar es Salaam, Tanzania.
Responsibilities:
• Actively participate in project annual work planning, design, implementation, and reporting particularly with regard to financing activities related to strengthening the health system in Tanzania.
• Lead and contribute to expand health financing capacity to implement and oversee health budgets in the project's target zones.
• Support the roll-out of a redesigned national results-based financing (RBF) initiative to improve health systems performance and demonstrate value for money in the financing strategy.
• Support efforts to strengthen MOHSW and LGA capacity in the area of financial management, planning, and budgeting.
• Provide technical assistance to zonal/district staff in areas such as auditing, budget management and oversight, and financial analysis.
• Work with LGAs to develop policies and strategies to proactively target and enroll the poor in the Community Health Fund. Facilitate the use of the Unified Registry of Beneficiaries to target the poor.
• Lead the development of tools and approaches to promote increased transparency and accountability and the development and application of reporting structures and mechanisms to promote feedback and accountability for health policies and programs.
• Coordinate and collaborate with other USAID/Tanzania-funded programs to facilitate improved LGA supervision of facility-level management and decision making.
• Ensure the timely and quality completion of all relevant program deliverables and reporting.
• Mentor and support development of supervisees. Other duties as assigned.


Qualifications:


Qualifications:
• Masters Degree in public health, public administration, health administration, finance, business administration, or advanced degree in a related field is required.
• Minimum of 9 years of demonstrated technical expertise, with substantial experience in the facilitation of health financing system development and strengthening, including national level coordination and systems integration, in Tanzania.
• Proven ability to develop effective working relationships with USAID, government counterparts at all levels, local organizations, and other program partners.
• Strong organizational, interpersonal and management skills.
• Excellent oral and written communication skills in English and Kiswahili required.
