Program overview:

International Training and Education Center for Health (I-TECH) Tanzania, in partnership with the Centers for Disease Control and Prevention (CDC) and the Ministry of Health and Social Welfare (MOHSW) through the Tanzania Field Epidemiology and Laboratory Training Program (FELTP), will implement an Intermediate course on Field Epidemiology. The goal of the intermediate course is to strengthen capacity of the workforce to conduct surveillance, outbreak investigation, epidemiologic research, and data-driven decision-making at all levels of the public health system with emphasis on the regional and district level in Tanzania. The Intermediate course is curriculum-based 6-9-month training that includes four 2-week in-class sessions didactic sessions and mentored field assignments that occur at the trainee’s worksite. The course has four cohorts of trainees and implemented until 2020. Cohort Two will begin in July 2017. The course aims to generating highly skilled field epidemiologists at the regional and district levels.
Position Description:    

The Field Epidemiology Technical Advisor (TA) will be responsible for ensuring successful implementation and evaluation of the FELTP Intermediate course. The TA will report directly the Principal Investigator, based at I-TECH Headquarters in Seattle, Washington. The TA will also work closely with the CDC Tanzania FELTP Resident Advisors and staff, I-TECH Tanzania staff, Seattle-based Senior Fellow/Epidemiologist, the Ministry of Health Community Development, Gender, Elderly and Children (MoHDGEC), and other key stakeholders. 

Under direction from the Principal Investigator, the TA will be responsible for the following activities, including, but not limited to:

Technical Assistance, Collaboration, and Support (50%)
·         Ensure that all aspects of the standardized FELTP curriculum are implemented according to I-TECH/CDC/FELTP learning objectives, procedures, and timelines
·         Coordinate all didactic sessions and field activities, including guest lecturers and site visits
·         Lead in-class lectures and group exercises on surveillance systems, reporting, and outbreak investigation
·         Work with the Senior Fellow to manage the course website on Canvas  (an on-line learning management system)
·         Review homework and other written assignments and other reports during the course
·         Manage the implementation of final group project that aligns with the course objectives and public health need
·         Work with CDC FELTP to ensure all trainees receive training in outbreak investigation
·         Lead adaptions to course content and objectives based on pilot testing
·         Collaborate with CDC and MoHDGEC leadership to secure local accreditation of the course
·         Provide regular updates to I-TECH and CDC collaborators (Tanzania and US) and the MoHDGEC on course progress, and work together to address any technical or operational problems
·         Serve as a primary point of contact between and represent I-TECH and the Tanzania FELTP (FELTP) at stakeholder meetings and technical working groups
·         Coordinate human subjects ethical approval submissions
·         Lead the recruitment process for Cohorts 2-4
·         Collaborate closely with other I-TECH program teams to ensure efficient use of resources
Mentorship and Supportive Supervision (30%)
·         Provide supervision to trainees both in-class and in the field to ensure successful completion of assignments
·         Provide oversight and support to the trainees’ mentors, and help them to cultivate successful mentor-mentee relationships in-class and in the field
·         Work with Regional and District leadership and FELTP Tanzania to help foster a supportive work environment for the trainees’ to complete their field assignments successfully
·         Support trainees to develop scientific presentations at the end of the course
·         Work with I-TECH/CDC collaborators, FELTP, MOHCDGEC, and other local collaborators to establish a professional network to support the new cadre of graduates
Program Monitoring, Evaluation, and Reporting (15%)
·         Collaborate with the Senior Fellow and CDC  to implement an evaluation of the FELTP Intermediate course
·         Contribute to quarterly, semi-annual, and annual reports to I-TECH headquarters and donors
·         Give presentations to local and international audiences on the FELTP Intermediate course
·         Respond to other reporting requests from donors and stakeholders in a professional and timely manner
Other duties as assigned (5%)
·         Perform other duties as assigned by the I-TECH Program Director and Principal Investigator

Required Qualifications
·         Master’s Degree in Public Health  or equivalent advanced public health training
·         Graduation from a Field Epidemiology Training Program, OR at least 2 year of experience working in disease surveillance,  outbreak response, and/or observational epidemiology
·         Demonstrated management experience
·         Experience in training and mentorship
·         Demonstrated ability to communicate clearly and persuasively in written and oral formats
·         Demonstrated ability to collaborate effectively and respectively with diverse partners
·         Demonstrated ability to work in a fast-paced environment and adhere to timelines
·         Strong organizational skills, detail-oriented, and sensitive to confidential information
·         Proficiency in Microsoft Office (Word, Excel, and PowerPoint)

Overview:

Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.

In Tanzania, CHAI has been working closely with the National Malaria Control Program (NMCP) to improve malaria case management (diagnosis and treatment), and in particular the availability of high-quality, affordable malaria diagnosis and treatment in the private health sector.

One of the strategic objectives of the NMCP is to ensure that all suspected cases of malaria are tested before receiving treatment. Therefore, it is critical that affordable, reliable malaria rapid diagnostic tests (mRDTs) are available wherever patients seek care for malaria or other febrile illness. However, the formal private health sector lags significantly behind the public sector in uptake of mRDTs.  Millions of patients also seek treatment for suspected malaria in accredited drug dispensing outlets (ADDOs), which have historically not been allowed to conduct testing. Based on positive results from a recent study conducted by the NMCP and CHAI, advocacy efforts are in place now to secure a national policy change that will allow all ADDOs to administer mRDTs. CHAI has supported the NMCP in scaling up uptake and use of mRDTs in both the formal private sector and among ADDOs. This support includes strategic development, operational planning, partner coordination, surveillance strengthening and program evaluation.


The Program Officer for Private Sector Malaria Case Management will be seconded to the NMCP to support objectives shared by the NMCP and CHAI. This position involves being based in NMCP offices for 50% of the time.

Responsibilities:

  • Support the NMCP to develop forecasts for needed commodities
  • Support the development of concept notes and applications to the Global Fund and other donors to secure funds
  • Contribute to the planning and execution of high-impact projects, including additional mRDT training in the formal private health sector and the expansion of febrile illness management in ADDOs
  • Build and manage relationships with individuals in the NMCP, in CHAI, and other relevant partner organizations
  • Support CHAI Malaria staff based in Tanzania in understanding the NMCP’s competing priorities and challenges
  • Provide analytical support to the CHAI-Tanzania Malaria Program and NMCP as necessary, aligned with agreed scope of work Support the NMCP and the CHAI-Tanzania Malaria Program Manager with other areas as necessary

Qualifications:

Background

The Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP’s Strategic Plan and help countries to achieve the Sustainable Development Goals.  BPPS’s staff provides technical advice to Country Offices; advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, South-South and Triangular cooperation initiatives, and engages in UN inter-agency coordination in specific thematic areas.
 
BPPS supports UNDP’s 2014-2017 Strategic Plan, focusing on 7 outcomes including strengthening institutions to progressively deliver universal access to basic services (outcome 3). The HIV, Health and Development Group (HHD), within BPPS, is helping to contribute towards this outcome. 
 
UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development, as described in the HIV, Health and Development Strategy 2016-2021: Connecting the Dots, leverages UNDP’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies. UNDP delivers three types of support to countries in HIV, health and development.
 
First, UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve and sustain the Sustainable Development Goals.  For example, UNDP works with countries to understand the social and economic factors that play a crucial role in driving health and disease, and to respond to such dynamics with appropriate policies and programmes outside the health sector. UNDP also promotes specific action on the needs and rights of women and girls as they relate to HIV.
 
Second, UNDP works with partners to address the interactions between governance, human rights and health responses. Sometimes this is done through focused or specialized programmes, such as promoting attention to the role of the law and legal environments in facilitating stronger HIV responses, including the use of flexibilities in intellectual property law to lower the cost of drugs and diagnostics. UNDP also works to empower and include marginalized populations who are disproportionately affected by HIV, such as sex workers, men who have sex with men and people living with HIV. Beyond these focused efforts, UNDP plays a key role in ensuring attention to HIV and health within broader governance and rights initiatives, including support to municipal action on SDGs, sustainable responses for Health and HIV such as improving sustainability of AIDS financing, sustainable health procurement, strengthening of national human rights institutions and increasing access to justice for key populations. 
 
Third, as a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. The UNDP/Global Fund partnership is an important part of this work, facilitating access to resources for action on SDG 3 by countries that face constraints in directly receiving and managing such funding.  UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. When requested, UNDP acts as temporary Principal Recipient in these settings, working with national partners and the Global Fund to improve management, implementation and oversight of Global Fund grants, while simultaneously developing national capacity to be able to assume the Principal Recipient role over time. 
 
The national and international health landscapes are rapidly changing: new health initiatives are emerging and bring to light pressing challenges connected with health systems strengthening including, health procurement and supply management that require some new modus operandi to optimize UNDP’s investments into global health. These opportunities go beyond UNDP’s partnership with the Global Fund.  In addition, there is a need for UNDP to continue to expand opportunities for partnerships with key stakeholders on health procurement including GAVI, World Bank and UNITAID.  
 
Under the overall guidance of the Senior Procurement Advisor, UNDP Health Implementation Support Team, (GF/HIST) HHD Group, is seeking a Procurement Specialist (Temporary Assignment). The Procurement Specialist is responsible for the management of the health procurement for countries where UNDP is not the interim Principal Recipient and providing the effective delivery of procurement services in order to obtain the best value for money in Country Offices with health procurement initiatives. The Procurement Specialist provides solutions to a wide spectrum of complex and politically sensitive issues related to this type of procurement including the technical areas of health procurement. The Procurement Specialist shall expand opportunities with key stakeholders on health procurement and supply management, lead the consolidated health procurement processes and provide technical advisory support for UNDP Country Offices that are providing capacity support in health procurement. He/she will work in close collaboration with project teams in UNDP Country Offices, UNDP Headquarters, Copenhagen and New York and government officials, technical partners to successfully deliver health procurement services. 
 
Duties and Responsibilities
Advisory and support services to UNDP Country Offices in pursuing new opportunities in the area of health procurement and supply management, with the following key responsibilities:
  • Provide technical support in pursuing new opportunities in health procurement and supply chain capacity development for governments and partners beyond the Global Fund;
  • Participate in the planning and development of new procurement lines and supply programmes, involving the coordination of a number of contracts and sub-contracts with partners;
  • Provide technical support to Country Offices with feasibility and risk analysis of new initiatives and programme development, including review and verification of lists with medicines and other health commodities to be procured by UNDP and identify risk items, quality lists, optimal treatment and accuracy of technical specifications and act as PSM focal point for these countries; 
  • Lead and coordinate the Global Fund Health Implementation Support Team, HHD (GF/HIST) collaboration with the Procurement Support Office for the procurement support to Country Offices for non-Global Fund procurement; 
  • Provide support to Country Offices in drafting of agreements and project documents, and in coordination with the Global Fund Health Implementation Support Team, HHD – PSU matrix unit based in Copenhagen, assist in setting up new Long-Term Agreements (LTA) for new product lines, preparation and implementation of procurement plans and PSM capacity development plans for new business lines, monitoring progress and communicating the results; 
  • Prepare and analyze information on UNDP procurement activities and the pricing structure with a view to increase and catalyze the volume of health procurement initiatives.
Advisory and support services for health procurement and supply management, with the following key responsibilities:
  • Provide technical assistance to Country Offices and government counterparts on pharmaceutical supply chain management to ensure programme delivery with a focus on health procurement;
  • Provide technical assistance to Country Offices and government procurement counterparts in the formulation of Procurement planning including development of related documents (procurement action plans, lists of health products, specifications, etc.);
  • Provide technical assistance to Country Offices in collaboration with government counterparts in the formulation of key documents including Procurement Planning Tools, to ensure compliance with international procurement standards;
  • Provide technical assistance to Country Offices in collaboration with government counterparts for the development, monitoring and implementation of capacity building plans around health procurement staff and structures;
  • Provide and coordinate technical assistance to Country Offices in the area of intellectual property, international trade and regulatory issues in accordance with international standards;
  • Advise Country Offices on the pathways for procurement and the selection of the procurement strategy for specific list of health commodities. 
Monitoring specific risk assessment model that allows COs to mitigate health procurement challenges and improve quality assurance, with the following key responsibilities:
  • Monitor quantitative questionnaire used as an assessment tool for the procurement capacities of UNDP country offices and government counterparts for development of risk mitigation plans;
  • Provide guidance to Office of Audit and Investigations on health procurement in the scope of audits and investigations;
  • Monitor the procurement capacity of Country Offices on a regular basis by updated annually the information on the questionnaire; and 
  • Ensure detailed procurement (and eventually supply chain management) risk mapping of every activity, project, programme implemented by UNDP under the non-Principal Recipient role.
Partnership development to foster establishment of new procurement and supply chain initiatives, with the following key responsibilities:
  • Ensure the exploration and development of opportunities with international (GAVI, World Bank, UNITAID and others) and national (Governments) stakeholders on health procurement capacity development;   
  • Support the coordination and liaison with Geneva-based key partners including WHO, GAVI, UNICEF, UNFPA, Stop TB, RBM and the Global Fund related to health procurement initiatives. 
Knowledge Sharing on health procurement and supply chain management with UNDP Country Office staff and HIV, Health and Development Group with the following key responsibilities:
  • Ensure systematic knowledge sharing on procurement with Country Offices by assisting the Senior Procurement Advisor in the organization of training workshops and in the development of knowledge tools;  
  • Assist in the preparation of health procurement related tools and approaches.
  • Develop knowledge and support capacity in the areas of patent and international property issues and human rights related to access to medicines in accordance with international standards in collaboration with the technical advisors, HHD Group;
  • Actively participate in UNDP and other relevant external networks to promote capacity development in health procurement.
