SENIOR POLITICAL AFFAIRS OFFICER (Humanitarian Affairs, Refugees and Internally Displaced Persons Division) - African Union

VACANCY ANNOUNCEMENT: 
The African Union, established as a unique Pan-African continental body, is charged with
spearheading Africa's rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its Headquarters is located in Addis Ababa, capital city of Ethiopian seeking to achieve this objective; the African Union intends to strengthen its capacity to deliver by, among others, the implementation of a new organizational structure and the filling of all vacant posts.
The Commission of the African Union invites applicants who are citizens of Member States for a position in of Senior Political Affairs

1. POST:
Post title: Senior Political Affairs Officer

2. JOB PURPOSE:

Assist the Head of Division in the development and implementation of humanitarian affairs policies and programmes; monitor humanitarian situations, collect and analyze relevant information and data related to displacements and recommend relevant action.
3. MAIN DUTIES AND RESPONSIBILITIES

i. Facilitate necessary strategy documents and or policy formulation, their validation, adoption and implementation;

ii. Facilitate the development of necessary programmes useful in implementation of adopted policies;

iii. Support in monitoring implementation of the policies and programmes;

iv. Follow-up, monitor and report on important activities in the humanitarian field at the regional and international levels;


v. Develop support activities and programmes for Member States in the area of Humanitarian Response;

vi. Facilitate cordial collaboration with Member States, RECs and Humanitarian Partners;

vii. Assist in the preparation and organization of meetings in relation to the implementation of the work programme of the Division;

viii. Prepare and submit periodic reports on activities of the Division;

ix. Contribute to the mandate of the department through participating in the general planning, strategic thinking and policy formulations

x. Assist in resource management and mobilization;

xi. Assist the Head of Division in the overall management of the Division;

xii. Perform any other duty as may be assigned.

MEASURES OF PERFORMANCE:
i. Policies and Programmes developed and implemented successfully in collaboration with the Head of Division;

ii. Information and data on important Humanitarian issues collected and analyzed;

iii. Training tools and Programmes for Member States developed and efficiently implemented;

iv. Report about important humanitarian issues properly written and submitted to the Head of division;

v. Documentation, protocol and logistics issues related to the preparation and organization of meetings properly organized in collaboration with the Head of Division and other officers;

4. EDUCATIONAL QUALIFICATIONS AND PROFESSIONAL EXPERIENCE:
Must have a University Master’s Degree in Social Science, Political Science, and Public Administration, Law or related fields;
i. At least 8 years of professional working experience in relief and displaced persons programmes in Africa, with a strong knowledge of the humanitarian context in Africa;
ii. Proven experience in conducting humanitarian needs assessments
iii. Ability to monitor and evaluate humanitarian policies and programmes;
iv. Experience in policy formulation; 3

v. Have a broad understanding of the mandate of the Political Affairs Department
vi. Extensive international exposure and ability to work harmoniously with Member States and International institutions.

5. OTHER RELEVANT SKILLS:

Candidates for this post must have:
Good coordination skills;
Good communication and interpersonal skills;
Good writing skills;
Good planning and organizational skills;
Proven ability to produce strategy documents;
Computer literacy;
Ability to work in multicultural environment;

6. LANGUAGE REQUIREMENT:
Proficiency in one of the African Union working languages . Proficiency of two or more in other of one or several other working language(s) would be an added value.
7. TENURE OF APPOINTMENT:
The appointment will be made on fixed term contract for a period of three (3) years, of which the first twelve months be consider as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.
8. LEAST REPRESENTATIVE COUNTRIES:
Candidates from the following least represented countries are encouraged to apply: Eretria, Central African Republic, Cape Verde, Comoros, Congo (DRC), Djibouti, Equatorial Guinea, Liberia, Mauritania, Namibia, Sahrawi Arab Republic, SaoTome and Principe, Seychelles and Somalia.

10. REMUNERATION:
 Salary of US$ 35,300.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance US$ 14,414.40 per annum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission Indicative basic Applications must be made through the AUC E-recruitment Website
