Job Description for Position of Executive Director
Job Title:

Function:
· To implement the strategic goals and objectives of the association
· Enable the Board to fulfill its governance function
· To give direction and leadership toward the achievement of the association's mission, strategy, annual
goals and objectives
Reports to:
MASA Board
Major Functions/Accountabilities:
1.Board Administration and Support -- Supports operations and administration of Board by
advising and informing Board members, interfacing
between Board and Members; Manage MASA Secretariat
functions
2. Program, Product and Service Delivery -- Oversees design, promotion, implementation, delivery
and quality of programs, products and services;
3. Financial, Risk and Facilities Management –Recommends yearly budget for Board approval and
prudently manages organization's resources within those
budget guidelines according to current laws and
regulations;
4. Human Resource Management -- Effectively manages the human resources of the
association according to authorized personnel
policies and procedures that fully conform to current laws
and regulations of the host country;
5. International Community and
Public Relations -- Assures the organization and its mission, programs,
products and services are consistently presented in strong,
positive image to relevant stakeholders; Effectively
manage liaison with Members, Governments
representatives, SADC Secretariat, WMO, ICAO, UNEP,
UNDP, Development partners and other
relevant international organizations
6. Resource mobilization -- Undertake resource mobilization including identifying
resource requirements, researching funding sources,
establishing strategies to approach funders, development
and submission of proposals, administrating fundraising
records and documentation
7. Policy and Governance- Develop organizational policies, Update MASA Strategic
Plan and develop Operational Plan
To perform effectively in this position, the incumbent must have:
§ Qualifications: Ideal: MSc/ MBA, 10 years of experience in meteorology and related fields.
§ In-depth knowledge of the management process, especially as it applies to growth and long-term planning
§ International track record in Negotiations skills
§ Effective oral and written communication skills
§ Coordination skills
§ General management
§ Legal background (competitive advantage)
§ Financial management
§ Human Resources management
§ Proven record of Resource mobilization skills and experience
§ Strategic leadership
§ Language/s: Proficiency in English and a good working knowledge of other SADC official languages will be an added advantage
§ Financial/accounting skills
§ Effective leadership and organizational skills
§ Ability to plan organization-wide activities (setting objectives, developing strategies, budgeting, developing policies and procedures, and organizing the functions necessary to accomplish the activities)

Typically, these skills and knowledge are the result of a combination of formal education in management, marketing, finance or related area, and several years of experience in increasingly responsible management positions. Prior experience in the meteorological research or a related field would be useful.

Fixed term of (2) years with possibility of renewal for a similar period. Within three months of assumption of his/her duties the incumbent shall sign a performance agreement with the Board or its representative. The position will be subject to a probation period of 6 six months. MASA reserves the right not to fill this position and is an equal opportunity employer.
