Vacancy: procurement and supply management experts for Ebola epidemic response in Sierra Leone and Liberia

Position 1 - Liberia

TERMS OF REFERENCE
TECHNICAL OFFICER (P4) LIBERIA (4 to 6 WEEKS)
ASSESSMENT AND SUPPORT TO THE NATIONAL PROCUREMENT AND SUPPLY SYSTEM
POLICY, ACCESS AND USE TEAM
WHO DEPARTMENT OF ESSENTIAL MEDICINES AND HEALTH PRODUCTS

1. Purpose of the Post

The 2014 Ebola virus Disease outbreak continues to evolve in alarming ways, with severely affected countries, Guinea, Liberia, and Sierra Leone, struggling to control the escalating outbreak against a backdrop of severely compromised health systems and significant deficits in capacity. On 31 July 2014, WHO and the governments of these countries launched an initial Ebola Virus Disease Outbreak Response Plan which outlines the main pillars for action and in August 2014 the Director-General of WHO convened an Emergency Committee under the International Health Regulations. National authorities in the affected countries have been working with WHO and partners to scale-up control measures, however, the outbreak remains grave.

The purpose of this time-limited post is to contribute to the implementation of the WHO Ebola Response Roadmap of August 2014 and to contribute to the Health System Recovery agenda, with particular focus on ensuring essential services and lay the foundation for health sector recovery and strengthening of national core capacities, through the assessment and support to the pharmaceutical procurement and supply management system for medicines and medical products in Liberia. The incumbent will undertake the assignment under the supervision of the Policy, Access and Use Team (PAU), Department of Essential Medicines and Health Products (EMP), Health Systems and Innovation (HIS) cluster, WHO Headquarters; and in close collaboration with Technical Officers in WHO Headquarters, the African Regional Office and in the WHO Country Office, the Ministry of Health and Social Welfare, UN agencies and other relevant partners in Liberia.

2. Objectives of the Department
The mission of the WHO Department of Essential Medicines and Health Products is to support the achievement of the health-related Millennium Development Goals and better health care delivery in support to Universal Health Coverage. The Policy, Access and Use Team contributes to implementation of the WHO Ebola Response Roadmap and the health recovery agenda by providing assessment, guidance, technical expertise and capacity-building in the areas of essential medicines and other medical products; development of technical specifications; innovative technologies; rational use of medical products; and assessment and support to the national procurement and supply management system.

3. Organizational Context
The Policy, Access and Use Team is one of six teams in the Department of Essential Medicines and Health Products, Health Systems and Information cluster. The department collaborates closely with other units in the HIS cluster, as well as with WHO disease-oriented programmes and with a wide range of UN organizations, international partners and experts, and WHO Collaborating Centres.

4. Summary of Assigned Duties:
Under the overall supervision of the Coordinator, Policy, Access and Use Team, the incumbent will:
_ Undertake an assessment of the national procurement and supply management system for Ebola treatment centers and in other health facilities;
_ Meet with key national actors from the national pharmaceutical system; i.e pharmaceutical department, national drug regulatory authorities, national procurement department/center; central medical store;
_ Map the coordination mechanism and partners' planned interventions for procurement and supply management for Ebola response and map and their current and planned support to the pharmaceutical system;
_ Identify priority interventions to be put in place to strengthen the national pharmaceutical procurement and supply management system.
_ Support the Ministry of Health to work on the agreed priority interventions

5. Qualifications Required

Education
Essential: Advanced university degree in pharmaceutical sciences or related fields, with knowledge of pharmaceutical procurement and supply management systems.

Skills
_ Proven technical knowledge in the area of pharmaceutical procurement and supply management system;
_ Excellent oral and written communication and interpersonal skills, with previous experience working in a multi-cultural team during a disaster, outbreak, or other emergency context, in low-resource settings;
_ Experience working with multiple partners including Ministries of health;
_ Knowledge of WHO, the UN System and NGO work in the field of response relief and/or of their PSM practices and procedures as related to the work;
_ Ability to function effectively in complex and rapidly changing emergency environments;
_ Good knowledge of current IT tools like word processors, databases and web navigators.

Experience
Essential: At least 5 years of relevant experience in pharmaceutical procurement and supply management. Relevant experience at international level, including experience in developing countries (preferably in Africa) would be essential.
