Position Summary
The consultant will provide technical assistance to Futures Group in implementing and coordinating quantitative assessments of human resources for health (HRH) in Tanzania. This work relates to technical assistance from the USAID-funded Health Policy Project (HPP) in Tanzania.
The consultant will be charged with providing ongoing technical assistance and survey field management in relation to overall support being provided by HPP to the Benjamin Mkapa HIV/AIDS Foundation (BMAF) on conducting critical assessments at the local government and central level related to HRH. The areas under consideration are 1) spending on HRH via the Personal Emoluments (PE) and Other Charges (OC) channels, 2) health worker recruitment permits, and 3) health worker trainings and productivity. The work will involve providing technical support to BMAF on design of key instruments; working in concert with the HQ-based HPP team to coordinate study implementation; assisting in data analysis of the results of field data collection, including a facility- based survey of health worker productivity; and in creating high-quality reports and advocacy materials based on these findings. The consultant will be expected to be self-directed and work closely with key counterparts at BMAF as well as liaise with USAID/Tanzania, the Ministry of Health and Social Welfare (MoHSW), the President’s Office- Public Sector Management (POPSM), and the Prime Minister’s Office- Regional Administration and Local Governance (PMORALG) as required.
Key Responsibilities
  • The consultant will act as the primary coordinator for ensuring that the HRH assessments are rigorous and well-implemented.
  • Provide other assistance (e.g., limited grant management support and oversight of assessment teams) to the HPP team, working in close collaboration with the Futures Group office in Dar es Salaam.
  • Assist the BMAF team to coordinate data collectors, data entrants, analysts, and report writers.
  • Assist in assessment report review and finalization.
  • Assist in policy brief review and finalization.
  • Monitor progress of activities as defined in the list of deliverables.
  • Follow up on a daily or weekly basis with BMAF and HPP teams.
  • Communicate with HPP on issues/delays affecting data collection.
  • Participate during review of data collected and data entry.
  • Follow up with key stakeholders on HPP and BMAF technical team’s progress (discussion points will be approved by HPP).
  • Arrange with HPP and BMAF team for the preparation of assessment reports and results presentations.
  • Participate in assessment results presentation.
Proposed timeline
The consultancy timeline is from November 15, 2014 to December 17, 2014. The maximum number of days for this consultancy will be 30-40 days.
Qualifications
  • Based in Dar es Salaam
  • Graduate degree in public health, health informatics, health economics, or related field
  • Must have excellent English, command of Swahili is desirable
  • Deep knowledge of the Tanzanian health system, especially human resource management
  • Good communication and diplomatic skills
  • Excellent follow-up and attention to detail
  • Self-initiated, motivated and works independently.
  • Demonstrates robust conceptual and analytical skills.
  • Strong interpersonal and writing skills in English
