M&E Director- Walter Reed Program (WRP)

We are an international non-governmental organization working in several countries conducting research studies and providing care and treatment to people affected by HIV/AIDS.  HJFMRI is funded by the Presidents Emergency Plan for AIDS Relief PEPFAR.
In collaboration with the Ministry of Health and Welfare (MOHSW), HJFMRI has been leading a comprehensive HIV/AIDS care and treatment program in the Southern Highlands of Tanzania since 2004 with support from the President’s Emergency Plans for AIDS Relief (PEPFAR).  The program is based within the Mbeya Referral Hospital and has since extended to more than 100 health facilities in Mbeya, Rukwa and Ruvuma regions, which collectively represent a catchment area of about 6 million people.  Mbeya region is one of high prevalence regions in Tanzania and expansion of HIV care and treatment programs is critical.
Walter Reed Program is seeking qualified candidate to fill the positions below.


JOB DESCRIPTION


Job Title:     M&E Director

Reports to:    Senior Technical Director
Location:    Mbeya


General Overview: 


The Monitoring & Evaluation Director is responsible for monitoring and evaluating program objectives and activities executed under the President’s Emergency Plan for AIDS Relief (PERFAR) for the Walter Reed Program – Tanzania, located in Mbeya Tanzania. Under the supervision of the Deputy Country Director, the incumbent will direct the M&E department to monitor progress, evaluate effectiveness, and disseminate results of HIV/AIDS prevent, care and treatment programs. The incumbent will direct the identification of M&E needs among partners and the development of data collection systems and direct the collection, analysis, and appropriate use of program data.  The incumbent will be responsible for the direction and development of M&E staff and partners. This position will be based in Mbeya, Tanzania.


MAJOR RESPONSIBILITIES: 


Direction of program (85% of time)


•Lead the Walter Reed Program (WRP) M&E department and manage all aspects of program activity and staffing.  This requires strong leadership and direct supervision of over five staff members; including developing performance plans and overseeing routine evaluation of staff.
•Direct and develop all M&E personnel to ensure continuous communication between policy-level and field staff and senior management.
•Direct the distribution and flow of M&E activities and data management processes.
•Provide technical support to WRP staff in designing, implementing and evaluating a broad range of M&E activities to: (1) enable WRP to improve their ability to develop and implement intervention strategies/programs to reduce HIV risk behaviors; (2) improve the treatment, care and support of AIDS patients; (3) improve organizational capacity to monitor and evaluate the process, outcome, and impact of HIV/AIDS prevention and care programs; and (4) maintain quality standards of M&E activities.
•Lead the design, implementation and oversight of monitoring and program evaluation studies (quantitative and qualitative), including identifying and leading the response to opportunities for program research. Develop the research skills of WRP staff and build capacity of the WRP program to conduct research activities.
•Design and direct data collection systems, and ensure that all necessary information from routine reporting is collected, analyzed and used to guide internal project planning, and to inform external partners about project activities and accomplishments. This includes standard operating procedures for all M&E activities.
•Prepare regular and frequent oral and written reports for senior team members on the progress of HIV/AIDS program activities, based on data analyzed by M&E Officers;
•Design and implement a series of practical training courses for partners on how to monitor and evaluate HIV/AIDS programs, use M&E data, and report progress to key stakeholders.
•Produce annual work plan and budget development, and results reporting; and oversee management and capacity building of M&E staff and partners.
•Direct the staffing and other requirements for the strengthening of the M&E system, in order to support the collection, collation, reporting and use of high quality data.


External programmatic activities (10% of time)


•Support and provide input to the SI TWG during COP reporting, and SAPR/APR reporting periods.
•Liaise with stakeholders to support the harmonization of M&E systems and tools currently in use.
•Oversee the M&E Departments efforts to build M&E and data analysis capacity in partner organizations.
QUALIFICATIONS:

Experience:


•Masters degree in public health, epidemiology, social sciences, statistics, or a related field. 
•Five or more years of international experience with progressive responsibility in monitoring and evaluation of health programs.
•Experience with PEPFAR in sub-Saharan Africa or comparable resource-limited settings preferred.
•Ability to work with technical and program management staff from Ministries of Health in sub-Saharan Africa.
•Fluent in oral and written Kiswahili and English.
•Strong skills in MS Excel, Word, PowerPoint and Access, and at least one data management software program (SAS, SPSS, and STATA).
•Strong writing and organizational skills.
