Director, Human Resources for Health and Capacity Building, Health Sector Resiliency Project

Job Description.


MSH seeks candidates for the position of Director, Human Resources for Health and Capacity Building, Health Sector Resiliency Project for an anticipated USAID-funded Health Sector Resiliency (HSR) Project. The goal of the project is to support the Government of the Islamic Republic of Afghanistan (GIRoA) to foster a strengthened, reformed and increasingly self-reliant Afghan health system prepared for the decreased donor support anticipated over the coming decade. The HSR Project will act as a resource and a catalyst to the MoPH and other GIRoA entities as it considers and implements critical sector-wide reforms required to make the system more resilient, sustainable and reliant on domestic resources. The HSR Project will primarily focus on governance, health financing and human resources for health and will engage both the public and private components of the health sector. This contract award is anticipated to be in the $35-$55 Million range.

This position is subject to project award and funding. International allowances are available.
OVERALL RESPONSIBILITIES:
The Director, HRH and Capacity Development is a member of the senior management team and will work closely with this team to oversee the implementation of activities across the program at all levels of the health system. The Director will be instrumental in the design, development, and management of system strengthening initiatives and will provide the technical and strategic leadership for objective (3), strengthened MOPH human resources systems and operations. The Director will supervise a team of technical advisors leadership and management; in-service training, gender, and HRH and will serve as the Chief of Party during the absence of the incumbent.
Project Management
  • Collaborate with HSR senior management team to oversee the implementation of program activities at the central level and subnational levels.
  • Participate in the development and monitoring of the annual work plan and work closely with the COP to ensure that departmental work plans are implemented and monitored on quarterly basis.
  • Participate in meetings with the Ministry of Health and USAID to share progress, accomplishments, and challenges and ensure common understanding of current as well as future strategic direction with guidance of the COP.
  • Assist the COP in in overseeing the quality of reporting to USAID and MOH.
  • Serve as Acting COP as appropriate and perform other duties as assigned by the COP.
  • Collaborate with the Chief of Party, Director of Finance and Operations and the MSH Headquarters to allocate and utilize project resources in the most efficient way and ensure effective budgeting and financial management.
  • Lead a team of senior technical advisors in Human Resources for Health and Capacity Development across the technical areas of leadership, governance and management strengthening; in-service training, gender, and HRH.
Vision and Technical Strategy
  • Provide overall technical leadership and strategy for objective (3).
  • Support health policy reform initiatives and processes at the MoPH to increase efficiencies and decrease the MoPH’s reliance on externally funded consultants.
  • Oversee improvements to in-service training system and performance by supporting the MoPH in its stewardship role, in particular with the following functions: consultation, communication and coordination, policy and standards setting, planning, quality assurance, and Monitoring and evaluation.
  • Oversee initiatives at the MoPH to evaluate, standardize, and institutionalize leadership and management training programs. This includes expanding the reach of leadership programs with a focus on creating women leaders within MoPH and supporting the development of leaders in health at the sub-national level.
  • Identify best practices in workforce performance management systems that improve productivity and retention of health staff. Ensure these practice are documented and available to policy makers and practitioners. Support the integration and scaling up of best practices in workforce management.
  • Offer guidance for public sector institutional development practices.
  • Develop strategies to increase sensitivity to gender equity and female empowerment; accountable for ensuring that gender and capacity development activities are integrated into all project activities.
QUALIFICATIONS:
  1. Master’s degree in public health, administration, or a relevant related discipline.
  2. Minimum of 10 years of experience managing and implementing complex health care service programs in developing countries in a senior management position. (Previous Deputy Chief of Party or Technical Director experience preferred.) Senior-level experience in a fragile state or post-conflict context a plus. Understanding of US Government policies and procedures, or of other donors, is a plus.
  3. Experience in public sector Human Resource Management systems.
  4. Demonstrated success achieving results in multiple Human Resources for Health disciplines (e.g., workforce planning deployment, and performance management; career path development; adult learning techniques and curriculum development; incentives; retention; etc.).
  5. Experience designing in-service training programs and capacity development.
  6. Strong communication skill to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders.
  7. Demonstrated ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams.
  8. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  9. Demonstrated strategic agility, diplomacy, conflict management, team building, and interpersonal skills to ensure internal coherence among diverse team members and sub-partners, as well as external relations with the Ministry of Public Health, civil society, private sector and other stakeholders.
  10. Familiarity with the structure, systems and policies of the health sector in Afghanistan and demonstrated close collaboration with the Ministry of Public Health (preferred).
  11. Fluent English is required. Fluency or proficiency in a local language is a plus.
