Role Summary:

The Data Designer and Technical Lead is responsible for the design and implementation of the IT systems that provide analytic reporting, data analysis and data integration capabilities services. 
S/he will be the main point of knowledge and expertise on the information management systems including but not limited to the BI platforms (OBIEE), the related datawarehouse and datamarts (MS-SQL/Oracle), the Reference Data Hub (MS-SQL) and all the integration flows (Informatica/ODI). 
S/he will provide advice to project teams using these technologies, enforcing data policies and best practice designs, and will participate in cross-functional projects as a design authority.

Responsibilities:

  • Responsible for the technical design and implementation of IT solutions enabling data integrations and data analysis to provide accurate information in support of business processes;
  • Contribute to the design and implementation of Reference Data and Data Quality processes and systems;
  • Maintain the target platform architecture;
  • Contribute to the definition and implementation of data related standards and data security policies;
  • Be the technical focal point for a set of data integration and/or data analysis applications;
  • Act as technical lead in IT project teams;
  • Interact with business stakeholders to clarify requirements, support issue resolution and ensure the deliverables are aligned with the business expectations;
  • Bring new ideas from industry for Global Fund applications in the BI domain;
  • Relations with the vendor(s):
    • Provide guidance to the vendors for the design and implementation of databases, ETL packages and BI components;
    • Review the data models proposed by the vendor(s) against data architecture recommendations and best practices,
    • Control the quality of vendor deliverables by doing code reviews, running tests or any other appropriate approach.

Qualifications:

Essential:
  • Advanced University Degree in information systems management, computer, engineering or a related field.
  • Certification, training or strong experience in at least one technology from each of the 3 categories below:
    • MS-SQL (T-SQL) or Oracle DB (PL/SQL)
    • OBIEE (RPD modelling, Answers, Dashboard) or BI Apps
    • Informatica Powercenter or Oracle Data Integrator
Desirable:
  • Accreditation in a recognized project management methodology such as PMI or Prince2.
  • Trainings or Certification on relevant technologies

Experience:

Essential:
  • 5 or more years of hands-on experience in the implementation and design of data management systems.
  • Passionate with data.
  • Strong knowledge of BI, ETL, MDM, Data Quality and Data-warehouse concepts.
  • Experience in consulting with business users and experience of systems integration testing.
  • Experience managing off-shore resources.
Desirable:
  • Knowledge of the Global Fund business model and data sets a strong asset.
  • Knowledge of the Oracle BI Applications.
  • Experience on Hyperion Planning or Hyperion Essbase.
  • Experience working in multi-cultural international organization.

Competencies:

Languages:
An excellent knowledge of English is essential.  A good working knowledge of French or other languages would be an asset.

The individual in this role should have strong analytical/design skills and should be able to manage solutions in line with market trends and best practices in the following areas:
