Background
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
The UN Women Tanzania Country Programme is part of United Nations Delivering as One and included as part of the UN Development Assistance Programme 2014-2016.
In the UNDAP, UN Women is appointed the Lead agency on Gender. UN Women also leads and holds the Secretariat for the Development Partner Group on Gender and co-chairs the high level Macro Policy Working Group on Gender together with the Ministry of Community Development Gender and Children.
The Senior Advisor, Policy and Strategic Planning supports the organization’s efforts to advance gender-responsive national governance and accountability frameworks that focus on public sector functions related to priority setting in service delivery and investment (planning and budgeting), focuses on national policy as articulated in national development strategies, and sector and local plans; institutions and systems of public administration and transparent and adequate financing. The work also supports the coordination and generation of the necessary evidence base for this planning and budgeting including gender profiles and gender statistics. Furthermore, the senior advisor supports coordination and strategic planning of country office engagement in global and regional initiatives and campaigns.
Under the overall guidance of the Representative, he/she provides technical and policy advice at country level, through strategy development, thematic reviews, tools for capacity building and channels for knowledge sharing and prepares documentation for effective participation of UN Women CO as well as the government of Tanzania and CSOs in UN normative intergovernmental processes on gender and women’s rights; prepares studies, reports and content for policy advocacy, feeding into both the national processes and the regional and global processes, including for example the national Post MDG Dialogue, the Beijing plus 20 campaign coordination, AU, SADC and ICGLR processes.
She/he works in close collaboration with the Deputy Representative and the Team Leader on Democratic Governance as well as communications and programme staff in the UN Women Tanzania country office. She/he liaises effectively with UN Women Regional and HQ advisors as well as other UN colleagues and senior government officials and with NGOs in Tanzania
Duties and Responsibilities
Summary of key functions:
Substantive input and coordination of support to national policy development and financing for GEWE, including to intergovernmental processes and global/regional initiatives and campaigns;
Support UN system and DP partnerships and alliances at country level and lead the Country Office Coordination and Programme Support Unit;
Strategic planning, knowledge generation and capacity building.
Substantive input and coordination on support to national policy development and financing for gender equality and the empowerment of women, including to intergovernmental processes and global/regional initiatives and campaigns on GEWE:
Provide strategic guidance regarding UN Women support to national policy development on GEWE and gender responsive budgeting;
Conduct and lead the analysis of data and provide evidence to build the case for policies and interventions on gender equality and the empowerment of women;
Support and or commission research and country profiles and develop policy papers, practice notes/concepts and other knowledge based-tools for discussion in global, regional or national fora to influence/advance policy dialogue;
Prepare briefing materials for the CR on issues to be discussed in the UN and broader DP group and other related events and meetings. Alert CR on critical issues for action to be addressed;
Substantive support to Country Office, Government and NGO involvement in intergovernmental processes and global/regional initiatives on GEWE.
Support UN system and DP partnership and alliances at country level and lead the Country Office Coordination and Programme Support Unit:
Contribute substantively to the development of strategic approaches to policy dialogue, resource mobilization, partnerships, advocacy and outreach;
Provide technical and policy leadership when UN Women participates in, convenes, or leads UN interagency groups and DP groups on policy related areas, including technical support on gender responsive budgeting to the DPG Gender and the Budget Support Group/Development Partners;
Strategic advisory support to the IAGG and the Development Partner Group on Gender as well as UN engagement in the Gender Mainstreaming Working Group on Macro Policy;
Team leader of the UN Women Country Office Unit on UN Coordination and Programme Support and ensure substantive and technical quality according to standards and goals for each thematic area of the UN Women Country Programme;
Provide guidance to UN Women Tanzania Country Office on UNDAP programming modalities and strategies in support of GEWE to devise improved strategies for ensuring that UN Women‘s investment in coordination processes is yielding results in support of gender equality and women’s human rights;
Oversee, develop proposals and manage projects/studies with respect to thematic gender equality policies and programmes or other relevant interventions at national or regional/international level.
Strategic planning, knowledge generation and capacity building:
Establish and nurture relationship with academia, research institutes, civil society and experts to expand and share knowledge, exchange views on latest findings, incorporate cutting-edge thinking in UN work;
Collect and share lessons learned on coordination and UN system programming and contribute to development of knowledge management products and tools in UN Women and IAGG;
Provide strategic guidance and technical support to the development, monitoring and reporting on the UN Women Stratgic Note/UNDAP and Annual Work Plans;
Contribute substantive content to the preparation of UN Women country office/joint UN reports and advocacy material;
Participate in global practice network on coordination, sharing and learning best practices to keep abreast of and/or to contribute to ongoing debates and strategic thinking and to exchange experience and/or seek support on coordination issues affecting UN Women and UN system programmes and operations;
Ensure the use of evaluation findings to feed into knowledge management and decision making at the country level;
Design and implement capacity development activities to enhance skills and knowledge on request;
Any other tasks within the mandate of UN Women, as requested by the Country Representative.
Impact of Results
The successful management of coordination activities will facilitate and enhance the ability of the Country Representative to work effectively within the context of UN system priorities in the country and support coherent UN response and implementation in line with national strategies and priorities.
The key results also impact on the success of the UN Country Team activities, strengthening of overall coordination capacity, design, implementation and operations of UN activities, and creation of strategic partnerships in support of national priorities and financing for gender equality. Support to strategic planning and management will improve focus of UN Women programming, its alignment with clear national and corporate objectives, and better results reporting.

Required Skills and Experience
Education:
Master degree (or equivalent) in development related disciplines, gender issues, economics, public policy, law or other social science fields.
Experience:
At least 5 years of extensive development experience that combines intellectual, strategic and managerial leadership in development, policy analysis, gender equality in national or international contexts, of which at least seven years are in the area of Gender Equality and Women’s Empowerment;
Familiarity with and experience of National, Regional and International Policy processes on GEWE;
Coordination and networking experience in the area of GEWE;
Proven leadership and management experience.
Language:
High level of proficiency in written and spoken English;
Knowledge of another UN language is an added advantage

- Sweet potato vine production: One Acre Fund farmers needed high-quality sweet potato vines in the 2013 season to avoid crop loss due to a maize disease. When these vines were unavailable in the quantity necessary, a program manager started a sweet potato multiplication farm to ensure all farmers received quality inputs on time. This included designing farm operations, hiring staff, negotiating contracts, coordinating logistics and managing more than 600 seasonal employees.
- Department leadership opportunities: In their second year of service, top performing program staffers are often given the responsibility of running an internal One Acre Fund department like “Scale Innovations.” This department runs dozens of test-and-control trials with 10,000+ farmers that radically tweak our program model, with the goal of significantly increasing our scalability.

One Acre Fund has several applications implemented as a SQL server merge replicated architecture using web synchronization to a hosted server. The graphic designer will work closely with our field, government services, communications, and fundraising teams to produce both field-facing and external-facing materials for One Acre Fund. As One Acre Fund’s client base grows, so does the amount and diversity of farm inputs and other products it needs to deliver. In the coming years, One Acre Fund will deliver roughly 15,000-30,000 metric tons of products to farmers across East Africa. The East Africa Logistics Manager will be the overall lead for this core aspect of our business, managing the physical and technical business processes required to successfully and efficiently deliver these products.
As part of successfully managing the delivery of life-changing farm inputs, the East Africa Logistics Manager will be responsible for building, growing, and developing an international logistics team spread across at least four countries in East Africa. In their first year, our program associates lead 3-5 internal consulting projects, such as:
- District partner: Most program associates are initially partnered with a local field director. Program associates are immersed in One Acre’s operations and learn from their local counterpart how to grow an operation of 20+ staff, serving 5,000-20,000 farmers. They in turn also transfer management and computer skills to their counterpart. By working hand-in-hand with country national staff in a regular field operation, our program associates get a feel for operations in the field.
- New operation creation: A program associate in Kenya created and manages the One Acre Fund Customer Engagement team, which is tasked with fielding error claims from farmers, investigating claims, and solving them fairly. Started in 2012 with one part-time employee, the Customer Engagement team has grown rapidly to seven full-time staff members. The team investigated and resolved more than 3,000 cases in 2013.
- Impact innovation: A program associate designed several configurations of a harvest storage product and farmer training, and tried it with a few hundred farmers. The most successful trial demonstrated an increase in harvest profits by more than 10%. The following year, the product was sold to 40,000 farmers.
- Growth innovation: A staffer designed a new viral marketing initiative. She identified our best and most enthusiastic farmers, and turned them into volunteer "replication agents" who are empowered to recruit new groups of farmers. Our staff person designed the trial protocols, trained 10 field staff to test the idea, and observed the trial in-field, resulting in 25% higher client enrollment. This program was subsequently rolled out to 200 field sites and became the foundation of our current farmer recruitment model.
- Government partnerships development: One Acre Fund receives frequent requests from African governments to jointly implement nationwide agricultural training, fertilizer distribution programs, and credit programs. A program manager took the lead in setting up our newest government partnership operation, initially to pilot one project. Within a year, this operation had 50 staff and is likely to at least quadruple in the coming two years, to hopefully 2-3 nationwide partnerships.
- Department leadership opportunities: In their second year of service, top performing program staffers are often given the responsibility of running an internal One Acre Fund department like “Scale Innovations.” This department runs dozens of test-and-control trials with 10,000+ farmers that radically tweak our program model, with the goal of significantly increasing our scalability.

Your primary objective will be to help assure accurate reporting of both financial and program data in order to help us shape our strategy and achieve financial sustainability, focusing on Rwanda and Burundi operations. One Acre Fund is a rapidly–growing organization, and is increasingly building up operational support for that growth. We are looking for someone to provide operations support to a single country program initially, and eventually across all One Acre Fund Africa programs.
This is a wonderful opportunity to take on a challenging management role. You will be responsible for operational management (including areas such as expansion, security, donor relations, support staff management), operational systems innovation, and staff development and capacity building:
- Corporate operational management: You will be responsible for managing our program operational support in one of our countries of operation. You will have immediate management of the corporate operations team, and will be responsible for the below areas:
- Donor & visitor relations: Arrange all logistics of donor & interview candidate visits including hosting donors in the field. You will be the outward face of One Acre Fund, and will be responsible for hosting influential world–thinkers as well as multinational donors.
- Operations expansion: Our staff numbers are growing by 30% each year. There is a huge need to build new offices and residential houses – you will be in charge of managing these projects.
- Security management: You will be in charge of One Acre Fund security in a specific country. This includes staff trainings, infrastructure, information flows, emergency procedures, health and safety advice, and managing outsourced security contracts.

One Acre Fund is a rapidly-growing organization, and increasingly needs structural expansion to meet this growth. We are looking for someone to develop and co-ordinate multiple construction projects to accommodate this organizational growth, including central and regional offices and residential houses in Kenya, Rwanda, Tanzania and Burundi. We are looking for someone to take control of and own the entire construction process from start to finish via strong leadership of large construction teams located in several different countries.
This is an incredible opportunity to contribute significantly to East Africa’s infrastructure by taking on a challenging management role, while enabling One Acre Fund to extend its impact more quickly. One Acre Fund relies on several home-grown software systems to help us manage a lot of information. As we grow our organization, we need to continually improve these systems and facilitate the integration with third party tools. Currently our most important tools – a program database and a finance database – are in SQL Server with MS Access as a user interface. Our program database tool handles the enrollment of clients, tracks farm supply orders, manages the delivery of seed and fertilizer to clients, tracks millions of payments, and creates a wide variety of business intelligence reports.
Given poor internet connectivity, our databases use a distributed client/server model where field offices can perform data entry and run reports offline while syncing with a central server as needed. As we are growing, we are looking to:

Job Description
One Acre Fund has several applications implemented as a SQL server merge replicated architecture using web synchronization to a hosted server. There are nearly 40 locations in 5 different countries which communicate with our main production server. In addition we are replicating data to a separate hosted server for business reporting.
As we expect the number of locations and countries to grow over time, we are seeking an exceptional professional to serve as SQL Server Administrator who can build and improve on our current server architecture, as well as plan ahead for future scaling. In addition the SQL Server Administrator will assist with trainings when One Acre Fund expands to new countries.
The SQL Server Administrator will start off in one of our field countries for the first 12 months, after which they can negotiate relocating. To help craft policies which work on the ground, we are starting a new Government Services unit which is working together with regional and national partners to support government-led policy initiatives in agriculture. Following the lead of host governments, we support them with field implementation that changes the lives of millions of people. Our long-term goal is to help government to transform the agricultural ecosystems of whole countries. These projects generally utilize our existing field expertise in farm input distribution, rural mass marketing, and scalable training programs.
For these initiatives, we need both skilled Government Relations staff (see, for example, our Africa Government Officer posting) and also entrepreneurial field staff based in rural areas to focus on implementation.
- Regional and National Strategy Design: The Policy Innovation Officer will work with other One Acre Fund staff and high-level government officials to develop ideas to improve livelihoods of smallholder farmers and the efficiency of the agricultural sector.
- Program Implementation: The Policy Innovation Officer will roll out region-wide and eventually nationwide programs. We are seeking an exceptional professional to work on projects that are of strategic importance to One Acre Fund as a whole. The goal of this role is to work across One Acre Fund’s various departments and geographies to initiate and execute on projects that open up new operational or strategic opportunities for the organization. The role presents a unique chance to work on strategic priorities with the access and vantage point provided by working closely with One Acre Fund’s field teams.
The role will divide roughly evenly, into three parts:
- Long-running, cross-department or cross-country initiatives: As One Acre Fund grows, there are an increasing number of projects that do not fall cleanly into an existing department, and we need to execute cleanly across multiple silos. These projects would last at least several months, tackling questions of strategic importance to the organization.
- Example: Investigate a new strategic idea of potentially incorporating family planning products into our product portfolio, and perform the initial field research and piloting to learn more. Conduct focus groups with farmers, do desk research to understand the policy landscape, then build the foundation for a One Acre Fund-provided service. Again, start in one country and then gradually expand across One Acre Fund network.
- Example: Training modules for new managers at One Acre Fund. Coordinating with our leadership team, put together a dozen training modules and self-publish them into a booklet for our budding managers. Supplement interviews on management best practices from our field leadership with secondary research.
- Example: Create a “remote field visit” department that allows management to have eyes on the field operation in remote places every day. Hire a team 3-10 videographers and develop a procedure for them to collect, package, and translate video on ground-level field operations to be used for One Acre Fund’s staff training and quality control. Start in one country and then gradually export this across all countries where One Acre Fund operates.
- Example: US tech consulting. Working together with our People Operations team, One Acre Fund is working on a project to streamline the processing of over 10,000 applications per year. Scope out the necessary requirements (including lack of solid internet bandwidth in rural Africa), create a job description, recruit a software developer, and then manage the implementation of a new candidate processing system.
- One-off, fast analyses and tasks: These are analyses and tasks of one week or shorter duration, typically exploring a new strategic direction for the organization.
- Example: Write an exploratory research memo on the current state of research on sorghum and millet in East Africa.

The graphic designer will work closely with our field, government services, communications, and fundraising teams to produce both field-facing and external-facing materials for One Acre Fund. As One Acre Fund’s client base grows, so does the amount and diversity of farm inputs and other products it needs to deliver. In the coming years, One Acre Fund will deliver roughly 15,000-30,000 metric tons of products to farmers across East Africa. The East Africa Logistics Manager will be the overall lead for this core aspect of our business, managing the physical and technical business processes required to successfully and efficiently deliver these products.
As part of successfully managing the delivery of life-changing farm inputs, the East Africa Logistics Manager will be responsible for building, growing, and developing an international logistics team spread across at least four countries in East Africa.
