Role Summary:

The Associate Specialist, Health Products Management (HPM) contributes to ensuring the effective use of Global Fund funding through the provision of professional expertise and support to the Country Team on all aspects of health products management during the grant life-cycle.  Embedded in the Grant Management Division, the Associate Specialists work in coordination with the HPM Hub in the Grant Management Support Department to ensure consistent application of the Global Fund Procurement and Supply Management (PSM) policies and operational procedures across the portfolio of grants. 
The Associate Specialist, Health Products Management plays a key role in ensuring value for money in the management of health products, and in identifying risks that may compromise adequate health product management and adequate use of health products purchased with grant resources. He/she also contributes to on-going quality improvement of grant related PSM processes, tools and technical advice for informed decisions to achieve value for money in the procurement and supply management of health products with grant funds.
As part of the Country Team (CT), the Associate Specialist, Health Products Management ensures the provision of adequate technical expertise and support to analyse risks and propose solutions for the effective and efficient implementation of pharmaceutical management and supply chain management activities for health products by grant recipients.

Responsibilities:

The main responsibilities of the Associate Specialist, Health Products Management include:
  • Contributing to the Country Dialogue, Concept Note, Grant Making development and grant implementation as member of the CT to ensure adequate investments and value for money from a health product management perspective.
  • Validate the PSM arrangements and procurement plan, including forecasting and related budget for health products for each disease component for each country and adequate mitigation measures, including short-term and longer-term solution and pharmaceutical systems strengthening investment.
  • Provide timely and proper review of relevant grant documentation including, but not limited to concept note, health products management arrangements, procurement plans, and LFA Assessment Reports, procurement reviews, On-Site Data Verification (OSDV) and Rapid Services Quality Assessment (RSQA) reports, Progress Update and Disbursement Requests (PU/DR), risk assessment, and provide solution-oriented recommendations to the Country Team and Grant Recipients to support seamless grant management.
  • Review the effectiveness of PSM activities conducted by implementing entities and partners during grant implementation and monitor implementation of PSM related recommendations; and provide input and support to new or innovative in-country health product related initiatives to improve PSM systems and impact .
Contributing to risk management:
  • Identify risks related to health product management and PSM arrangements and ensure that appropriate mitigation measures are in place for the effective and efficient implementation of activities related to the management of health products throughout the grant life cycle to prevent essential service disruption, use of substandard health products and effective use of grant funds. Escalate any PSM, quality of services related risks to CT, Regional Manager and/or the HPM Hub, as necessary.
  • Participate to Operational Risk Committee review of their assigned portfolio as CT member during grant implementations or following an OIG investigation or review.
  • Ensuring adherence to the Global Fund policies and operational procedures and reviewing instances of non-compliance and proposing remedial actions; pro-actively identifying ways to streamline processes to improve country access to health products and facilitate rapid start-up of grants through efficient mechanisms and supporting grant implementation through training and other capacity building initiatives.
  • Review LFA cost proposals and provide feedback on LFA PSM deliverables, performance and LoE required for specific assignments.
Participating to cross cutting work:
  • Contribute to PSM related initiatives, operational guidance and tools development as coordinated by the HPM Hub
  • Contribute to regional initiatives as coordinated by the Regional Manager or Department Head
Associate Specialists are expected to provide back-up support in case of absence or duty travel of their regional counterpart, and to participate in on-going training, technical updates organized by the HPM hub, when relevant. 
International duty travel should not exceed 25 percent of the time, except in exceptional circumstances, and should be based on a six-month planning conducted by country teams that prioritize key deliverables where in-country presence is required

Qualifications:

Essential:         
  • Advanced university degree in pharmacy, medicine or public health.

Experience:

Essential:
  • Minimum of 7 years professional experience working in procurement and supply-chain management of health products, including in developing countries.
  • Some experience in developing partnerships on PSM issues at country, regional or international level
  • Knowledge of pharmaceutical systems.
Desirable:
  • Experience in both demand and supply side activities related to pharmaceutical management and in particular related to AIDS, tuberculosis and malaria.
  • Some experience in developing policies, tools, and guidance in HPM.

An excellent knowledge of English and Spanish is required for this position. Knowledge of other languages would be an asset.

Background
Tanzania has held four credible general elections since the reintroduction of multi-party politics in 1992. Citizens and the government are eager to maintain this track record and to further strengthen democratic practice in Tanzania. Looking to the 2015 general election, government has undertaken early and comprehensive preparations for the electoral processes. Since receipt of official requests for UN assistance to the election cycle leading to the 2015 general election from the National Election Commission and Zanzibar Electoral Commission, a UN Needs Assessment Mission recommended the development of a project in support of the national efforts.
In addition, in 2014 the United Republic of Tanzania will likely conduct a first national referendum on a new constitution. The national EMBs and other stakeholders in preparing for these critical events have requested the support of UNDP to provide technical support to the preparation and execution of the referendum.
To these ends, the Democratic Empowerment Project (DEP) is a four year (2013-2016) UNDP, UN One Fund and other donor-funded project with the overall aim of contributing to Tanzania’s UNDAP’s Outcome 7: i.e. “key institutions of democracy, (i.e. EMBs, etc.) effectively implement their election and political functions”.   UN Women and UNESCO are implementing partners in a One UN Country Team context.
Project Objectives
The DEP seeks to promote democracy and contribute to the realization of the following four objectives:
  • Capacity of the key democratic institutions (EMBs, CRC, RPP, etc.) enhanced to support and promote legal and institutional reform in the context of the on-going constitutional reform process and beyond;
  • Capacity of the EMBs to conduct credible elections enhanced through strategic, technical and operational support and improved EMB engagement with stakeholders (i.e. political parties, CSOs, and the media) to foster a democratic environment;
  • Inclusive participation in elections and politics enhanced through the empowerment of women, youth and PWDs; and
  • National peace infrastructure enhanced to mitigate and prevent election-related conflicts, including violence against women in elections.
Project Management
The DEP project will be executed directly by UNDP and implemented under the overall guiding principle of national ownership and leadership in the electoral process. The international assistance provided should be considered as an extension of, and a complement to, national resources and is intended to support national management and coordination structures.

Duties and Responsibilities
  • Provide substantive and technical support the design and implementation of selected confidence building measures identified by national partners, thus contributing to conflict prevention, peace building and to the national infrastructures for peace;
  • Provide technical support to the implementation of the UNDP Democratic Empowerment Project (DEP).
  • Support DEP and UN efforts to promote dialogues in addressing issues peace issues related to the 2014 Referendum and the 2015 General Election and elections environment;
  • Help strengthen, through training and knowledge networking, the capacity of UNDP, the UN and key national partners, in conflict analysis, conflict sensitive approaches and peace building;
  • Assist with the development of dedicated initiatives that support women’s networks, youth and leadership in peace building and conflict prevention;
  • Help develop strategic partnerships with all stakeholders in the area of dialogues and conflict prevention/reconciliation.
  • Plan and facilitate multi-stakeholder project events, dialogue, meetings;
  • Help develop ToT training strategies, approaches and methodologies focusing on electoral conflict mitigation;
  • Develop TORs for partners and assess proposals;
  • Provide monthly, quarterly and other reports and briefing notes as required.

    • Prior knowledge of the UN and UNDP preferable;
    • Prior knowledge of Tanzania essential;

      Background
      The United Nations Capital Development Fund (UNCDF) is the UN’s capital investment agency for the world’s least developed countries. It creates new opportunities for poor people and their communities by increasing access to development finance and investment capital.  UNCDF focuses on Africa and the poorest countries of Asia, with a special commitment to countries emerging from conflict or crisis. It provides seed capital – grants and loans– and technical support to help development finance institutions reach more poor households and small businesses, and local governments finance the capital investments – water systems, feeder roads, schools, irrigation schemes – that will improve poor peoples’ lives.
      The Local Development Finance Initiative (LFI) is a global programme of UNCDF designed to unlock financial sectors to finance small and medium-sized infrastructure projects that are needed to accelerate local economic development and private sector development.
      The LFI Investment Officer will work under the direct supervision of the LFI Chief Technical Advisor (CTA), based in Dar es Salaam.

      Duties and Responsibilities
      Organization and facilitation of key programme activities related to developing and financing infrastructure projects (60%)
      • Provide implementation support for the process of identifying, developing, and financing small scale infrastructure projects in Tanzania;
      • Interact with local stakeholders during project identification, development and financing (government officials, private sector banks, project sponsors, development partners, etc);
      • Provide directly and facilitate provision of support services to project sponsors identified.  This includes feasibility studies, business plans, financial analysis, market assessment, financial advisory services and project finance transaction structuring;
      •  Support the establishment of co-financing relationships with local and international financial institutions, nurture relationships and manage activities needed to secure co-financing of LFI projects;
      • Facilitate the required technical studies under guidance of the CTA by engaging the project sponsors, consultants, local authorities and communities as appropriate, including the development of TORs that reflect project finance requirements and support of the procurement processes;
      • Identify alternative financing sources and structures for LFI-T Fund, including the preparation of and participation in discussions and negotiations with banks, investors and other stakeholders;
      • Participate in activities to promote LFI’s activities resulting in a project pipeline and/or strategic partnerships;
      • Support the implementation of the Tanzania LED Finance Programme Performance and Business-Enabling Environment Metrics.
      • Prepare and facilitate technical missions for project and pipeline development;
      • Contribute to the setting up of a system for monitoring project revenues, expenses, risk factors on an ongoing basis.
      Organization and facilitation of key programme activities, related to capacity building and knowledge management (25%)
      • Provide support for the LFI-T capacity building and training programme, ensuring programme knowledge generation and dissemination, including support to the development of LFI-T tools and toolkits, case studies, briefs, research documents, and client impact evaluations;
      • Support and ensure timely delivery of LFI training programmes;
      • Support and ensure the implementation of the LFI-T stakeholder mobilization and communication plan and organise and coordinate outreach activities with a variety of stakeholders;
      •  Provide specialist input to and ensure application of the processes and tools to facilitate the transfer of knowledge, training, and scaling up of LFI-T nationally, building the capacity of local stakeholders in the public and private sectors;
      • Develop and implement tools and programmes for knowledge building, transfer and sharing.
      Project Management & Resource Mobilization (15%)
      • Ensure the delivery of the key results on time and to budget as assigned by the CTA;
      • Timely planning, budgeting and reporting in accordance with the guidelines of the Implementing Partner, UNCDF and UN Tanzania;
      • Exercise financial management of the project, including timely submission of requests for disbursement of funds and other forms;
      • Establish and maintain an effective and efficient project monitoring system providing regular feedback on the project performance and to update regularly risk and issue logs;
      • Support efforts of UNCDF to mobilize additional resources for LFI-T.

      • Demonstrated experience in preparation of project financial analysis and creation/evaluation of advanced and complex Ms Excel spread sheet financial models;

      • Demonstrated experience in preliminary evaluation of project proposals for assessing their feasibility for private sector funding and/or technical support by LFI. This involves the initial screening of project applications, carrying out of desk reviews and evaluation of feasibility studies, preparing evaluation notes for presentation to the Management Team to determine a project’s suitability for inclusion in the pipeline, and preparing more detailed project concept notes to obtain clearance for full appraisal or fact-finding field trips;
